Description/Analysis

 

Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is seeking approval to award a contract to Saenz Landscape Construction Company for the Temple Avenue Park Playground project. Saenz Landscape Construction Company was the low bidder for a contract amount of $169,630.

 

The work will include demolition, grading, concrete flatwork and replacement of the playground structure. Construction is expected to be completed by end of January 2020.

 

Temple Avenue Park is a 1.05-acre neighborhood park located at 3901 34th Street in Council District 5.

 

Policy Considerations: City Code Chapter 3.60 provides that the City Council approval is required to enter into construction agreements over $100,000.

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

 

Economic Impacts:  The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

This park construction project, in the amount of $169,630 is expected to create 0.68 jobs (0.39 direct jobs and 0.29 indirect jobs through indirect and induced activities). Furthermore, it will create $104,735 in total economic output ($66,015 of direct output and $38,720 of output through indirect and induced activities).

 

Environmental Considerations: It has been determined that the project to replace the playground structures and installation of paving is exempt from environmental review under California Environmental Quality Act Guidelines section 15301,  minor alteration of existing public structures involving negligible expansion of use; and section 15303, construction of a limited number of new small facilities or structures.

 

Sustainability: The park improvements are consistent with sustainable design through using recycled materials and local suppliers.

Rationale for Recommendation: The formal bidding process for the Temple Avenue Park Playground project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on September 18, 2019. Staff received one bid and the results are listed below:

The low bidder was determined on the base bid plus all additive alternates. The Engineer’s Estimate for the base bid was $147,300 and $21,450 for the additive alternate, for a total amount of $168,750.

 

Pursuant to City Code Sections 3.60.020 and 3.60.360 E, it was determined that Saenz Landscape Construction Company offered the lowest responsive bid and is a responsible bidder. The contract will be awarded for the base bid in the amount of $169,630.

 

Financial Considerations: The total project contract amount is $169,630, and there are no additive alternate bid items being awarded in this contract.

 

There is insufficient funding in the Temple Avenue Park Playground (L19261000) to award the contract. Therefore, staff is seeking approval to transfer $50,000 from the Park Development Impact Fees (Fund 3204) available fund balance to the Temple Avenue Park Playground project (L19261000). With this additional funding allocated to the project, there will be adequate funds to award this construction contract.

 

This is an existing park; the annual maintenance and utilities costs are covered in YPCE’s operating budget for maintenance, water, and utility costs.

 

Local Business Enterprise (LBE): Saenz Landscape Construction exceeded the 5% LBE participation requirement.
