Adopt a Resolution authorizing the City Manager or the City Manager’s designee to increase the expenditure budget in the Urban Forest Enhancement Program (R15078400) by transferring $1,125,000 (Citywide Landscape and Lighting, Fund 2232) from available fund balance.

Description/Analysis

 

Issue Detail: Approval of the fund transfer is necessary to complete implementation of the Urban Forest Master Plan project and to enable the program to continue managing projects that are critical to the management of the City’s urban forest.

 

Policy Considerations: The recommended transfer is consistent with Sacramento 2035 General Plan policies, including:

 

Goal ER 3.1.1 Urban Forest Management Plan. The City shall maintain and implement an Urban Forest Management Plan. (MPSP)

 

Goal ER 3.1.2 Manage and Enhance. The City shall continue to plant new trees, ensure new developments have sufficient right-of way width for tree plantings, manage and care for all publicly owned trees, and work to retain healthy trees. (RDR/MPSP/SO)

 

Goal ER 3.1.4 Visibility of Commercial Corridors. The City shall balance the tree canopy of the urban forest with the need for visibility along commercial corridors, including the selection of tree species with elevated canopies. (RDR)

 

Goal ER 3.1.6 Urban Heat Island Effects. The City shall continue to promote planting shade trees with substantial canopies, and require, where feasible, site design that uses trees to shade rooftops, parking facilities, streets, and other facilities to minimize heat island effects. (RDR/PI)

 

Goal ER 3.1.17 Shade Tree Planting Program. The City shall continue to provide shade trees along street frontages within the City. (MSPS)

 

Goal ER 3.1.9 Funding. The City shall provide adequate funding to manage and maintain the city’s urban forest on City property, including tree planting, training, maintenance, removal, and replacement. (SO/FB)

 

Economic Impacts: None.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): Programming funding is an administrative activity and is not considered a project under CEQA Guidelines (Title 14 Cal. Code Reg. §15000 et seq.) § 15378 (b)(4).

 

Sustainability: The Urban Forestry Master Plan supports the Sacramento 2035 General Plan. The Urban Forestry Master Plan includes multiple measures to help manage the City’s urban forest as an environmental, economic, and aesthetic resource to improve Sacramento resident’s quality of life.

 

Commission/Committee Action: None

 

Rationale for Recommendation: The City is currently in the process of preparing an Urban Forest Master Plan. The Urban Forest Master Plan will provide directives to the General Plan and Climate Action Plan toward tree canopy goals, implementation of new measures and requirements, and updating of key implementing ordinances and guidelines. Critical measures that will need to be implemented include: an updated inventory of city trees; a review and potential update of City Code sections and other guidelines that relate to tree requirements; development of an updated master tree list; and the implementation of a tree replacement plan that addresses anticipated infrastructure conflicts.

 

Financial Considerations: The total estimated cost to complete implementation of the Urban Forest Master Plan is $1,597,107. Upon approval of the transfer of $1,125,000 (Citywide Landscape and Lighting, Fund 2232) from available fund balance, there will be sufficient funding in the Urban Forest Enhancement Program (R15078400) to complete implementation of the Urban Forest Master Plan. Sufficient funding is available in the Citywide Landscape and Lighting Fund available fund balance to support the transfer to the Urban Forest Enhancement Project (R15078400).
