Pass a Motion authorizing the City Manager or the City Manager's designee to execute supplemental agreement No. 2 to Contract No. 2018-0808 for an economic analysis of land use with Economic and Planning Systems, Inc., approving the expanded scope of services, extending the term of the contract, and increasing the not-to-exceed amount by $26,000, for a new not-to-exceed amount of $125,900.

Description/Analysis

Issue Detail: The City is currently under contract with Economic and Planning Systems, Inc. (EPS) to provide an economic analysis of land use. The Mayor and City Council members have requested additional analysis to be performed based on the previous work, which requires an expanded scope of services. The full extent of the expanded scope of services has not yet been determined, and will depend on the results of further discussions with City staff. We estimate the expanded scope of services will cost approximately $26,000; therefore, the increase to the not-to-exceed amount of the contract is $26,000, for a new not-to-exceed amount of $125,900.

Policy Considerations: The recommendations in this report are in accordance with the City standards for professional service agreements, which requires Council approval for contracts that exceed $100,000.

Economic Impacts: None.

Environmental Considerations: The proposed activity is not a project pursuant to CEQA. CEQA Guidelines Section 15378(b)(2).
