Pass a Motion: 1) approving a one year contract with College Oak Towing for Heavy Duty towing services for both the Sacramento Police Department and the Community Development Department, Neighborhood Code Compliance with a not-to-exceed amount of $500,000 for the one-year term; and 2) authorizing the City Manager or City Manager's designee to execute the contract as specified.

Description/Analysis

Issue Detail: The Community Development Department (CDD) and the Sacramento Police Department (SPD) have an operational requirement for heavy duty tow services. On an annual basis the City of Sacramento tows approximately over 200 heavy duty (Class C & D) vehicles for various types of violations. The cost of heavy-duty expenditures continues to skyrocket over the past 3 years as the City's Code and Police Department continue to remove recreational vehicles that are abandoned, dismantled, and inoperable.

The existing heavy-duty tow service agreement is scheduled to expire on December 31, 2019. The selected vendor(s) will enter into a one- year agreement with the city to provide heavy-duty tow services through December 31, 2020 for a not to exceed amount of $500,000.

Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code Section 3.56 regarding the purchase of supplies and non-professional services and the suspension of competitive bidding
