Pass a Motion by two-thirds vote: 1) determining that suspending competitive bidding is in the best interests of the City for the Sacramento Valley Station Suite 100 Tenant Improvement Project; 2) suspending competitive bidding; and 3) authorizing the use of a design-build project delivery method involving a Request for Proposal, qualifications based-solicitation, for the design build delivery of this project.

Description/Analysis

Issue Detail: Since late 2016, the City has marketed the vacant retail and office space within the Sacramento Valley Station (SVS) for lease. Suite 100 is located on the ground floor and consists of approximately 7,275 square feet of unfinished office space. The State of California Department of General Services (State DGS) has selected Suite 100 as a possible location for the newly created State of California Office of Digital Innovation (ODI). ODI is tasked with improving the technology within existing California state agencies and has an annual budget of $14.6 million. In addition, ODI will be hiring 50 new full-time, highly skilled employees. State DGS and City staff have had detailed discussions regarding what would be required in order to enter into a lease between State DGS and the City for Suite 100.

State DGS has provided the City with its parameters and requirements for the tenant improvements needed within Suite 100 in order to accommodate ODI. State DGS requires the delivery of a "turn-key" office space based on their requirements, ...
