Description/Analysis
Issue Detail: The Mayor and City Council established the Sacramento Community Police Review Commission (the "Commission") in 2016 to make recommendations to the Mayor and Council regarding police policy procedures, and best practices. (Sacramento City Code section 2.110.030.A.) At least annually, the Commission is required to report and make its recommendations to Mayor and City Council. (Sacramento City Code section 2.110.020.C.) On January 22, 2019, the City Council passed a resolution (2019-0018), directing the Commission to present its conclusions and recommendations about the City of Sacramento Police Department's Body Worn Camera program and community concerns to the Mayor and City Council on or before December 10, 2019.
After the Commission jointly and individually engaged the community, held discussion with the police, and conducted additional research, the Commission decided at its October 14, 2019 meeting that the attached reflects their recommendations to the Mayor and City Council.
Policy Considerations: This report is consistent with the direction given the Commission in City Council Resolution No. 2019-0018.
