Description/Analysis
Issue Detail: The Sacramento City Charter and the Council Rules of Procedure require the Council to elect by a majority vote a Vice Mayor from among its members, other than the Mayor, to serve for a one-year term concurrent with the calendar year at the Council's first meeting in January. The Vice Mayor will be able to serve as acting Mayor in the event the Mayor becomes unavailable. In the event of the absence, vacancy in office or inability of both the Mayor and vice-Mayor to perform their duties, the council may appoint one of its members to serve as Mayor Pro Tem. The Mayor Pro Tem shall temporarily act in the capacity of an acting Mayor. Any person serving as an acting Mayor under this section shall continue to hold office as a member of the city council. On January 7, 2020, it was announced that the Mayor is proposing Jeff Harris serve as Vice Mayor for 2020 and Angelique Ashby serve as Mayor Pro Tem for 2020.
Policy Considerations: Sacramento City Charter section 45 and the Council Rules of Procedure Chapter 2, Section B-2, require a Vice Mayor to be elected annually from among the members of the Council, other than the Mayor, by a majority vote at the Council's first meeting in January for the calendar year.
