Adopt a Resolution authorizing the City Manager or the City Manager’s designee to: 1) execute a one-year agreement with Sacramento Self Help Housing to assist with initial implementation of the Tenant Protection Prorgam for an amount not-to-exceed $100,000; and 2) transfer $100,000 from the Measure U Fund (Fund 2401) available fund balance to FY20 CDD Measure U project (I80210800).

Description/Analysis

 

Issue Detail: City Council approval is required for an agreement with Sacramento Self Help Housing to provide landlord/tenant referral and education services. On August 13, 2019, the City Council adopted an ordinance establishing the Tenant Protection and Relief Act which protects renters from excessive rent increases and unwarranted evictions. Key provisions of the ordinance includes restricting rent increases for rental units subject to the program, providing tenants with protection from evictions, creating a rental housing registry, providing administrative hearings for landlords and tenants related to rent increases and evictions, and establishing a tenant protection program fee to cover the City’s administrative costs.

 

The Business Compliance unit of the Community Development Department administers and enforces the tenant protection program. There are more than 42,000 rental units situated on over 9,000 parcels within the city subject to the ordinance. Strategic implementation will be critical to ensure the success of the program. Extensive outreach and education will be conducted to landlords and tenants to advise them of the new ordinance provisions.

 

Sacramento Self Help Housing will assist City staff with initial implementation of the program. The scope of work includes addressing inquiries, conducting client intake to determine eligibility based on program criteria, providing referrals to other resources, and assisting with community outreach and education. The organization will provide a report of the results of its assistance.

Rationale for Recommendation:  The tenant protection program will assist renters facing excessive rent increases to reduce tenant displacement and stabilize the rental market. Given its extensive history as a partner with landlord-tenant issues and its operation of the regional Renters Helpline which deals directly with concerns regarding landlord-tenant disputes, Sacramento Self Help Housing is uniquely qualified to assist the city with implementing this new and complex program.

 

Financial Considerations: The agreement with Sacramento Self Help Housing would be a one-time cost to assist with initial program implementation. Staff recommends transferring $100,000 from the available Measure U (Fund 2401) fund balance to the FY20 CDD Measure U project (I80210800) to fund the agreement with Sacramento Self Help Housing for the Tenant Protection Program.
