Description/Analysis

Issue Detail: Annually, the City Clerk shall report to the City Council on the operation of Sacramento City Code Title 4 (Ethics and Open Government), which includes the following Chapters:

* Sacramento Code of Ethics (Sacramento City Code chapter 4.02).
* Sacramento Sunshine Ordinance (Sacramento City Code chapter 4.04).

Title 4 became effective on April 20, 2017; however, many requirements outlined in chapters 4.02 and 4.04 have been City standards for many years. These chapters require that the city clerk report to the city council on the operation of each chapter and makes appropriate recommendations for any amendments.

Sacramento Code of Ethics

The Sacramento Code of Ethics mandates that city employees treat their offices or position as a public trust and that the city's powers and resources shall be used for the benefit of the public rather than any city employee's personal benefit. The components of this ordinance are as follows:

* Accountability
* Nepotism policy
* Whistleblower protection policy
* Mandatory ethics training
* Mandatory sexual harassment training
* Political Report Act and regulations
