Description/Analysis

Issue Detail: On September 10, 2019, the contract with Next Stage Engineering & Construction for the Tahoe Park Restroom Renovation Project (L19168200) for restroom renovations in the amount of $92,000 was executed. The work consists of renovation of the existing restrooms, including adding doors with magnetic locks, replacing restroom fixtures, adding skylights and baby changing stations, upgrading lighting, and painting the interior of the restrooms.

Change Order No. 1 added 13 additional working days to the revised contract to delay construction until the restroom fixtures were delivered.

Change Order No. 2 in the amount of $7,444 added additional demolition, interior painting, electrical work in the storage room, and masonry wall repair to one restroom.

Change Order No. 3 added 6 additional working days to the contract.

Change Order No. 4 in the amount of $7,590 is needed to cover costs for additional materials and labor to remove and relocate the existing grab bars, toilet paper dispensers, and modify the new toilet and baby changing stations to be ADA compliant. The additional amount of $7,590 will increase the contract amount to $107,034, which requires Council approval because the total amount exceeds the City Manager’s authority.

Policy Considerations: Sacramento City Code Chapter 3.60 requires City Council approval for change orders that increase the contract amount over $100,000.

Economic Impacts:  Not Applicable.

Environmental Considerations: The proposed project is exempt from environmental review under the California Environmental Quality Act Guidelines Sections 15301 and 15303. The project consists of minor alterations of existing public facilities and construction of small structures

Sustainability: The improvements, to the extent feasible, will be designed to reduce the carbon footprint contribution, therefore helping meet the City of Sacramento’s sustainability goal.

Commission/Committee Action: Not Applicable.

Rationale for Recommendation: Approval of Change Order No. 4 is necessary to complete the restroom renovations and comply with accessibility standards.

Financial Considerations: Sufficient funding is available in the Tahoe Park Restroom Renovation Project (L19168200) to execute Change Order No. 4 in the amount of $7,590 with Next Stage Engineering & Construction

Local Business Enterprise (LBE): Next Stage Engineering & Construction exceeded the 5% LBE requirement.
