Recommendation
Adopt a Resolution authorizing the City Manager, or the City Manager's designee to: 1) sign the Funding Agreement No. 2020-FMAP-NA5-01 with the State of California, Department of Water Resources (DWR) for the Flood Maintenance Assistance Program (FMAP); 2) execute all documents related to the agreement; and 3) increase revenue and expenditure budgets in the amount of $495,916 in the SAFCA Levee Maintenance Multi-Year Operating Project (I14120300) Storm Drainage Grant Fund (Fund 6211).

Description/Analysis

Issue Detail: The City's Department of Utilities (DOU) is seeking approval of the funding agreement between the City and the DWR.

The City of Sacramento must complete a System Wide Infrastructure Framework (SWIF) plan to address unacceptable items from the U.S. Army Corps of Engineer (USACE) levee inspection report. A draft SWIF was submitted to USACE and the City of Sacramento is waiting for comments. A portion of the funding provided by this agreement will be used to finalize the SWIF.

A portion of the funding will also be used to purchase a John Deere Slope Mower and a roughneck landing craft (small boat) for maintenance of the levees. The remaining funds will be used for rehabilitation and assessment of relief wells on the Sacramento River for a total not-to-exceed amount of $495,916.
