Adopt a Resolution authorizing the City Manager or the City Manager's designee to: 1) submit an application for the CalRecycle Beverage Container Recycling City/County Payment Program in an amount not to exceed $200,000; 2) execute all documents necessary to implement and secure the payment, if awarded; and 3) establish a grant project, and related revenue and expenditure budgets in the amount not to exceed $200,000 (Solid Waste Grant Fund, Fund 6207), if awarded, to implement projects relating to beverage container recycling and litter abatement projects.

Issue Detail: The California Department of Resources Recycling and Recovery ("CalRecycle") has established the Beverage Container Recycling City/County Payment Program to make payments to qualifying jurisdictions for the implementation of beverage container recycling and litter abatement projects. To receive these funds annually, CalRecycle requires the governing body of the applicant to provide a signed resolution authorizing the local jurisdiction to apply for the payment program and identify the job title of the designee authorized as the signature authority to execute all documents necessary to implement and secure payment.
Policy Considerations: The recommendations in this report are consistent with the City's General Plan waste diversion goal to encourage recycling, composting, and waste separation to reduce the volume and toxicity of solid wastes sent to landfill facilities.
