Adopt a Resolution authorizing the City Manager, or the City Manager’s designee, to: 1) accept a $120,000 SAVE grant award from the California Department of Parks and Recreation, Division of Boating and Waterways (DBW); 2) establish an operating grant project (G11012419) for the FY 2019/20 SAVE grant; 3) adjust  grant revenue and expense budgets for the award amount of $120,000 in the FY2019/20 SAVE grant project; 4) transfer $12,000 (General Fund, Fund 1001) from the Sacramento Police Department (SPD) operating to G11012419 for the required grant match; and 5) enter into an agreement with Sean Alexander Marine Services for an amount not to exceed $120,000 over a one-year term, which may be extended by supplemental agreement up to four additional years, for an amount not to exceed $600,000 over the total five-year term.

Description/Analysis

 

Issue Detail: The Division of Boating and Waterways (DBW) of the California State Parks Department has awarded the Sacramento Police Department (SPD) a grant award of $120,000 for the Fiscal Year (FY) 2019/20 Surrendered and Abandoned Vessel Exchange (SAVE) program. This grant program is designed to remove, reduce and prevent abandoned recreational vessels and marine debris.  It aids in keeping the Sacramento waterways clean and free of hazardous waste.

 

This state grant funding will provide SPD with the financial resources to proactively remove derelict and abandoned vessels from Sacramento waterways. The grant project is comprised of two programs, the Vessel Turn-In Program (VTIP), a solution to prevent vessel abandonment by providing free alternatives to boat owners to surrender their vessels; and the Abandoned Watercraft and Abatement Fund (AWAF), for the abatement, removal, storage and disposal of abandoned vessels or partially submerged objects as permitted by Harbors and Navigation Code (HNC) Section 525.

 

The SPD Marine Unit does not have the capability to extract submerged vessels from waterways and dispose of them properly.  Through a competitive bid process (Event No. EV00000065), Sean Alexander Marine Services, Inc. was selected to partner with the SPD Marine Unit in properly extracting, removing, and disposing of derelict and abandoned vessels from the City’s waterways.

 

Policy Considerations: The recommendations contained in this report are consistent with City Council Resolution 2019-0248 Section 11, which requires City Council approval to establish a grant of $100,000 or more and use of City funds for grant match; and per Sacramento City Code section 3.56.090 which requires Council approval for service and supplies contracts over $100,000.

California Environmental Quality Act (CEQA): The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA), CEQA Guidelines Section 15378(b)(5). The activity is an organizational or administrative activity of governments that will not result in direct or indirect physical changes in the environment and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).

Rationale for Recommendation: Accepting the grant funds will enable the SPD to remove vessels and debris from City of Sacramento waterways that have been abandoned or otherwise surrendered by their owners, preventing future hazards to those who enjoy Sacramento’s rivers and beaches.

 

Financial Considerations: This grant requires a 10%, equal to $12,000 match funding from city funds.  There are adequate resources within SPD’s operating budget in the General Fund (Fund 1001) to meet this requirement as the time the officers spend on the project will be used for the match.
