Description/Analysis

 

Issue Detail: The Sacramento Police Department (SPD) requests authorization to execute an agreement with ProForce Law Enforcement to exchange SPD’s surplus inventory of Sig Sauer handguns for Glock handguns. The SPD has issued Sig Sauer P Series handguns as primary duty weapons since the mid-1980s. In December 2014, the SPD also authorized the use of Glocks as an optional duty weapon. In 2018, the Glock M17 handgun became the primary duty weapon issued to academy recruits/graduates. This transition has created a surplus of Sig Sauer handguns at the SPD’s Property Section. 

 

Policy Considerations:

The recommendation contained in this report is consistent with City Administrative Policy 4001 (Procurement of Supplies), which permits the use of alternative procurement methods when such action is in the best interests of the City.  Staff considered the provisions of Sacramento City Code Chapter 3.80 but was unable to find provisions specifically addressing the exchange of surplus property for comparable items.  Therefore, in accordance with City Code Chapter 3.80, the Procurement Services Division was provided with the underlying agreement, and has reviewed and approved of the proposed transaction.

 

Economic Impacts: Not applicable.

 

Environmental Considerations: Not applicable; the proposed activity is not subject to the California Environmental Quality Act (CEQA) according to its guidelines contained in the California Code of Regulations (CCR), per Sections 15060(c)(3) and 15378(b)(5).

 

Sustainability: Not applicable.

 

Rationale for Recommendation: ProForce Law Enforcement is one of the leading distributors of law enforcement equipment in the nation and has conducted similar handgun trades with other law enforcement entities, such as the California Highway Patrol, Arizona Department of Public Safety, and the Maricopa County Sheriff’s Office.  A quote was also obtained from another vendor, but SPD would have received 20 fewer handguns than from ProForce Law Enforcement.  

 

The recommended agreement would permit SPD to trade in the current inventory of Sig Sauer handguns, valued at approximately $77,575.00, in exchange for Glock M17 handguns to be issued to future academy recruits/graduates. The Academy has seen a significant increase in firearms test scores and successful completions of the Academy firearms program since the recruits have been using Glocks.  Recruits who have transitioned to the Glock 17 from the Sig Sauers during the Academy generally improved their firearms scores by approximately 15-20 percent. 

 

Financial Considerations: The estimated value of the handguns to be traded in is $77,900, and the value of handguns to be received $77,838, with shipping/handling included. This leaves the SPD with approximately a $62 credit.
