Description/Analysis

 

Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is seeking approval to award a contract to WABO Landscape and Construction, Inc. for the Sacramento Northern Parkway and Bike Trail Enhancements Project.

The Sacramento Northern Parkway and Bike Trail Enhancements Project (L19001200) consists of renovating the existing parkway landscaping and turf reduction through a State of California Natural Resources Agency grant. The project was originally publicly bid and only one bid was received. This bid came in substantially higher than the engineer’s estimate. Because there was only one bidder, staff negotiated with the bidder to reduce the scope of work so that the construction contract price was within the project budget and the grant scope. Due to the grant schedule, there is insufficient time to rebid the project with the changed scope. Some of the reductions in scope included reducing the square footage of the planter areas, replacing the custom monument signs with the standard concrete park sign, and removing bike trail mileage markers.

There are eight dead trees within the boundary of the Sacramento Northern Parkway project improvements. The eight trees consist of five Valley Oak trees (Quercus lobata), two Cottonwood trees (Populus fremontii) and one Evergreen Pear tree (Pyrus kawakamii). New trees will be planted as part of the Project scope.

Construction needs to be completed prior to the end of June 2020.

The scope of work to be completed is demolition, site grading, installation of bioswales, concrete flatwork, monument park signs, directional signs, decomposed granite paving, drinking fountains, bike racks, furnishings, irrigation, turf reduction, planting of trees, low water use shrubs and groundcover. 

Sacramento Northern Parkway is a 61.76-acre parkway located between the Arden Garden Connector to the City’s northern boundary in Council District 2. The area where improvements will be installed for this Project will occur between the Arden Garden Connector to North Ave.

 

Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $100,000.

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City. This is also part of the Park Development Process for park planning as stated in the 2005-2010 Parks and Recreation Master Plan.

 

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section  E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action.  This item was published for 10-day review on January 30, 2020 as required.

 

Economic Impacts:  The indicated economic impacts are estimates calculated using a tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

The park construction project, in the amount of $1,612,535 is expected to create 6.45 jobs (3.71 direct jobs and 2.74 indirect jobs through indirect and induced activities). Furthermore, it will create $995,636 in total economic output ($627,557 of direct output and $368,079 of output through indirect and induced activities).

 

Environmental Considerations: The proposed project has been determined to be exempt from environmental review under California Environmental Quality Act (CEQA) Guidelines Section 15304, Minor Alterations to Land, based on a limited number of new small facilities or structures and grading and landscaping. Also, there will be the removal of eight dead trees within the Project boundary.

 

Sustainability: The Sacramento Northern Parkway and Bike Trail Enhancements Project has been reviewed for consistency with the goals, policies, and targets of the City’s Sustainability Master Plan, the Parks and Recreation Sustainability Plan, and the 2035 General Plan. The Project will advance the goals, policies, and targets of these plans by improving the health of residents through access to a diverse mix of wellness and recreation activities. The Project is also consistent with sustainable design by reducing turf and the use of low water landscaping and recycled materials.

 

Commission/Committee Action: None

 

Rationale for Recommendation: The formal bidding process for the Sacramento Northern Parkway and Bike Trail Enhancements Project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on November 6, 2019. Staff received one bid and the result is listed below:

The lowest bidder was determined based on only one bid being received for this project. The Engineer’s Estimate for the base bid was $1,660,193.22 and $87,587.15 for the additive alternates, for a total amount of $1,747,780.37.

 

Pursuant to City Code Sections 3.60.020 and 3.60.360(E), it was determined that WABO Landscape & Construction, Inc. offered the only responsive bid, (based on the base bid plus additive alternates) and is a responsible bidder.

 

With only one bid being received, staff was advised of the option to negotiate the scope of the contract so the cost could be within the project budget. Staff negotiated with the bidder to reduce the scope of the Project so the base bid amount would be within the Project budget. The new negotiated price for the Sacramento Northern Parkway and Bike Trail Enhancements Project is $1,612,535.

 

Financial Considerations: There is sufficient funding available in the Sacramento Northern Parkway and Bike Trail Enhancements Project (L19001200) to award the $1,612,535 contract to WABO Landscape & Construction, Inc.

 

Sacramento Northern Parkway and Bike Trail is an existing park; the annual maintenance and utilities costs are covered in YPCE’s operating budget for maintenance, water, and utility costs for the budget adopted in the applicable fiscal year.

 

Local Business Enterprise (LBE): At an LBE percentage of 8.49%, WABO Landscape & Construction, Inc. meets the 5% LBE participation requirement.
