Description/Analysis

 

Issue Detail: The project will transform Franklin Boulevard between Sutterville Road/12th Avenue and the City/County limits near 38th Avenue into a “complete street” which serves all modes of transportation. Franklin Boulevard currently has four travel lanes, a center turn lane, and no bicycle lanes. The existing sidewalks have no landscaping or City street trees, and the pedestrian crossings of the street are long. This project will reduce the number of travel lanes to two, with a center turn lane, and install Class IV separated bikeways, trees and landscaping, pedestrian-scale lighting, Americans with Disabilities Act (ADA)-compliant sidewalk and curb ramps, and on-street parking where appropriate.

 

The complete street plan documents the project need and purpose, the alternatives evaluated, the community input, and the vision for the proposed improvements. The typical section shows the lane reduction and separated bikeway proposed for the entire project. The project has been funded for design and construction through the Sacramento Council of Governments (SACOG) Community Design program for Phase 1 (between Sutterville Road and 19th Avenue), and design funding for Phase 2 (between 19th Avenue and 32nd Avenue) through the Active Transportation Program (Cycle 4). The City will pursue additional grant funding for construction of Phase 2.

 

Adoption of the Mitigated Negative Declaration (MND) and adoption of the Mitigation Monitoring Plan (MMP) are required to comply with the California Environmental Quality Act (CEQA) and to allow staff to move forward with completion of the design.

 

Policy Considerations: The actions requested herein are consistent with the City’s goals of improving and expanding public safety, and enhancing livability, as identified in the General Plan:

 

M1.2.1 - Multimodal Choices. The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.

 

These improvements will accommodate cyclists of varying experience levels and abilities and increase overall ridership.

 

Economic Impacts:  None

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA):  The City of Sacramento prepared an Initial Study and MND for the Franklin Boulevard Complete Street Project. The MND was circulated for a 30-day public review period which ended on October 1, 2018. The comment period was advertised in a newspaper of general circulation, and a notice of availability/notice of intent to adopt an MND (NOA/NOI) was posted in the office of the Sacramento County Clerk and sent to regulatory agencies, neighborhood associations, and stakeholders in the project area. 

 

Staff received three comment letters regarding the project during the public review period:

                     The Sacramento Regional Sanitation District confirmed that the project will have no significant impact on its facilities.

                     The Sacramento Municipal Utilities District (SMUD) provided information and requirements for SMUD gas facilities and requested that the MND acknowledge the Gas Pipeline Agreement between the City of Sacramento and SMUD.

                     Pacific Gas and Electric Company (PG&E) provided information and requirements for PG&E gas and electric facilities.

 

The comment letters and responses to the comments are provided in the Final Mitigated Negative Declaration. No recirculation of the MND is required. The Final MND for the project is available at the Community Development Department’s webpage located at the following link:

The Environmental Services Manager has determined that approval and adoption of the MND and MMP are appropriate actions under the California Environmental Quality Act (CEQA).

 

Other: This project is funded partially with federal funds. The environmental analysis being conducted to satisfy the requirements of the National Environmental Policy Act (NEPA) is a categorical exclusion with technical studies. No action regarding NEPA compliance is required as part of project approval.

 

Sustainability: The recommended action supports City Council’s sustainability priorities. The transportation sector accounts for 48% of community-wide greenhouse gas emissions. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips and increase transit and active modes. The project under development would support Climate Action Plan goals by providing enhanced pedestrian and bicycle connections.

 

Commission/Committee Action: None

 

Rationale for Recommendation: The City Council approval of the MND and adoption of the MMP are necessary to proceed with this project.

Financial Considerations: The Franklin Boulevard Complete Street (T15165500) project has a budget of $843,000 for the environmental clearance and preliminary engineering, which is sufficient funding to complete this phase.

 

There are no General Funds allocated for this project.
