Adopt a Resolution authorizing the City Manager, or the City Manager’s designee, to: 1) amend the Homeless Emergency Aid Program (HEAP) Subrecipient Agreement with Sacramento Steps Forward (SSF) to reduce the amount the City administered by $694,298, for a new total amount of $1,065,750; 2) reduce the revenue and expenditure budgets in the Homeless Emergency Aid Program (G02000820) operating grant project by $694,298 in the Operating Grants Fund (Fund 2702) to reflect the amended Subrecipient Agreement; and 3) return the $694,298 in HEAP grant funds to SSF.

Description/Analysis

 

Issue Detail: On April 23, 2019, the City Council (Council) adopted a resolution to receive and administer $1,760,048 in grant funding from Sacramento Steps Forward (SSF), the lead agency for the United States Department of Housing and Urban Development’s Continuum of Care program (CoC). These funds are part of a $12.7 million grant from the California Business, Consumer Services and Housing agency (BSCH) to the CoC under the HEAP program and were intended to support enhancements to existing sheltering programs in collaboration with SSF and Sacramento County.

 

The City and County of Sacramento undertook a collaborative planning process to invest in sheltering programs in the River District, ultimately awarding new contracts for two programs (North 5th Street and North A Street) in December 2019. As part of this collaboration, it was agreed that the City would serve as the administrator of the contract for the North 5th Street Shelter and the County would serve as the administrator for the North A Street Shelter. The HEAP funds are to support both of these programs. To facilitate the County’s contract at North A Street, the City is returning $694,298 in HEAP funds to Sacramento Steps Forward to be allocated to the County to support the North A Street Shelter site. The City’s agreement with SSF is being amended for a new total of $1,065,750 as detailed in the table below. Funding for Youth Respite/Shelter Programs budget will remain at $323,648. Funding to expand existing single shelter programs will decrease from $1,436,400 to $742,102.

Policy Considerations: All HEAP investments recommended require active coordination with the homeless CoC and participation in the community’s coordinated entry and assessment program. Per the HEAP statute, these programs must have the “housing first” approach. Housing first principles ensure that emergency shelter be provided with few to no barriers to access and focus on linking clients with permanent housing as quickly as possible. In housing first programs, supportive services are offered (but not required as a condition of tenancy) in shelters and ongoing to help people keep their housing and avoid returning to homelessness. This evidence-based approach is consistent with the strategies and funding priorities of the other public agencies working to end homelessness in Sacramento and is required for all HEAP funded programs.

Rationale for Recommendation: Homelessness continues to be a compelling and pivotal

issue for the Sacramento Community. SSF provided funds to the City for shelter operations at North 5th Street and North A Street sites.
