Description/Analysis

 

Issue Detail: On December 20, 2018, the Sacramento Housing and Redevelopment Agency (SHRA) was awarded $23 million for the Sacramento Integrated Multimodal Placed-based Living (SIMPL) Project through the Strategic Growth Council’s (SGC) Transformative Climate Communities (TCC) Program. The TCC program goals are to reduce greenhouse gas (GHG) emissions while investing in local economic, environmental and public health benefits in targeted disadvantaged communities.

 

SHRA is responsible for overseeing the implementation of five funded projects and seven leverage projects along with transformation projects that will support GHG reduction through community engagement, workforce development and displacement avoidance within the River District and surrounding downtown neighborhoods. Funding over a five-year grant term includes the construction of new affordable homes at Mirasol Village, the creation of a new transit station, solar installation, an urban forest, and a community garden.  Additionally, the SGC requires SHRA to complete program evaluation activities with an approved Program Evaluation Technical Assistance Provider, who has been identified as Sacramento State’s Institute for Social Research (ISR).  The SIMPL Project has the potential to benefit more than 10,000 residents living in the project area, transform the surrounding community, and provide regional benefits. 

 

A Memorandum of Understanding submitted at the time of application outlines the roles and responsibilities among grant partners including, SHRA as the lead applicant and other partners as listed: McCormack Baron & Salazar; Sacramento Regional Transit; GRID Alternatives; Sacramento Tree Foundation; Alchemist CDC; California State University; Sacramento: Institute for Social Research; City of Sacramento; River District Association; Sacramento Metropolitan Air Quality Management District; Sacramento Municipal Utility District; Urban Strategies, Inc.; Greater Sacramento Urban League; Sacramento Regional Conservation Corps; Sacramento Employment and Training Agency (SETA); WALK Sacramento; and Wide Open Walls. 

 

Since the grant award, SHRA has worked with the SGC and stakeholders to ensure the completion of Post Award Consultation materials and provided a series of draft reviews of the Master Grant Agreement (MGA) to all partners.  Due to project revisions and requests by the SGC, updates needed to be made in the MOU to reflect these changes.  All MOU amendments must be approved by all parties.  Revisions were made for the following items:

 

                     Addition of the solar installation project

                     Inclusion of GRID Alternatives North Valley as the Project Lead for the solar installation

                     Updated SHRA as the Community Engagement Project Lead

                     Updates to the Community Engagement Plan

                     Included a new attachment for the Leadership Council responsibilities

                     Removal of Sacramento Area Council of Governments (SACOG) for the leverage commitment of the Streetcar Project

                     Updated SHRA as the Project Lead for the Community Garden

                     Updated graphics in the document

 

The MOU revisions are required by the SGC prior to executing the MGA.

Environmental Considerations: The proposed actions are not considered a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378.

 

Sustainability Considerations: Not applicable

 

Commission Action: Sacramento Housing and Redevelopment Commission: At its October 17, 2018 meeting, the Sacramento Housing and Redevelopment Commission adopted Resolution 2018-20 that authorized SHRA’s executive director to submit the grant application, accept the grant award, amend the Agency budget as necessary, and execute all documents related to accepting and implementing the grant.  The votes were as follows:

                     ABSENT:                       Creswell, Staajabu, Wedding (one vacancy)

 

                     ABSTAIN:                     None

 

Rationale for Recommendation: The City Council supported SHRA’s application for the TCC grant and approved Resolution No. 2018-0418, which authorized the City Manager to execute the MOU, which was required at the time of the grant application submission. The execution of the revised MOU will allow for the MGA to be executed between the SGC and SHRA.  Once the MGA is executed, SHRA can officially begin the implementation phase for the grant and projects can commence.

 

Financial Considerations: SHRA and TCC Project Leads will be able to draw down grant funds once the Master Grant Agreement is executed.
