Issue Detail: Staff recommends Council approve an agreement with Kennedy Jenks Consultants to provide design and engineering support services for the Freeport Reservoir Pump Replacement and Site Improvements Project. These services are needed to support the design of the pump replacement and overall reservoir site improvements which will improve water turnover within the tank, address safety improvements at the facility, and improve maintenance capabilities of the elevated reservoirs.
When Freeport Reservoir was originally built in 1960, the reservoir maintained the pressure of the water distribution system through gravity. A small pump was included to assist water movement if pressures in the system were too high and prevented the reservoir from supplying water to the distribution system. As other improvements were installed, such as the Florin Pump Station, which helped maintain consistent pressures throughout the system, Freeport Reservoir was no longer able to operate as originally intended. This issue was identified within the City’s 2013 Water Master Plan, which specified the need for a pump system allowing water to leave the reservoir when the system pressure was too high to allow the water to leave through gravity alone.
The proposed contract will provide the plans and specifications for a construction project that will construct the improvements needed to address this issue, as well as other safety and maintenance improvements needed at the site.
Policy Considerations: City Council approval is required for professional service agreements of $100,000 or more per City Code 3.64.020.
Economic Impacts: None.
Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by California Environmental Quality Act (CEQA) [CEQA Guidelines Sections 15378(b)(2 and 5)] and is not subject to CEQA (CEQA Guidelines Section 15060(c)(3).
Sustainability: The proposed project is consistent with the 2035 General Plan by improving infrastructure reliability, which will ensure continued safe operation and maintenance of the existing facilities at Freeport Reservoir.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: On June 1, 2018, a Request for Qualifications (RFQ Q18141311005) was advertised and issued on Planet Bids for On-Call Consultant Engineering Services. The Department of Utilities (DOU) sought to pre-qualify professional engineering firms for various on-call engineering service assignments related to the upkeep and betterment of the City’s water, wastewater, and storm drain infrastructure.
Based on potential DOU workload, and consultant qualifications and credentials, a panel of three City staff members evaluated the proposals and chose the three highest-ranked firms as pre-qualified for the Electrical Engineering list. Alphabetically, the three pre-qualified firms are Brown & Caldwell, HydroScience, and Kennedy Jenks. DOU intends to use the pre-qualified list for approximately three years (through June 2021), as indicated in the RFQ.
Staff reviewed the proposals and based on its knowledge, expertise, and experience; Kennedy Jenks Consultants was selected to provide the requested services.
Financial Considerations: The proposed agreement with Kennedy Jenks Consultants is for an amount not-to-exceed $499,959. There are sufficient funds available in the Reservoir Rehab Program (Z14130500) to approve the agreement.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Kennedy Jenks Consultants is not an LBE but has partnered with Michael Dequine & Associates and Cecil & Cecil Enterprises, Inc. for this project to exceed the minimum LBE participation requirement. Michael Dequine & Associates will provide Topographic Surveying services and Cecil & Cecil Enterprises, Inc. will provide Controls and Operations Plan and design drawings.
