Description/Analysis

 

Issue Detail: Staff recommends Council approve a Cost Share Agreement (CSA) with the County of Sacramento, for adjustment of City storm drain manholes and water valve box covers associated with the Sacramento County Department of Transportation’s (SacDOT) 47th Avenue Pedestrian and Bicycle Improvement Project (Project).

 

As part of the Project, SacDOT will complete asphalt overlay along a portion of 47th Avenue, between 27th Street and Stockton Boulevard.  The majority of the Project is within the County’s jurisdiction with the exception of a small portion which is within the City as identified on the Vicinity Map (Attachment 3).  The City owns and maintains storm drain and water distribution facilities within the limits of the Project, both inside and outside City limits, which need to be adjusted to grade as a result of the grind and overlay work.  Consolidating and including the City utility adjustment work as part of SacDOT’s asphalt overlay project will minimize the inconvenience the public experiences and will reduce cost to both agencies.

 

Policy Considerations:  City Council approval is required for all contracts for all public agency cost share agreements in the absence of delegated authority for this type of agreement. 

 

Economic Impacts:  None.

 

Environmental Considerations:  This action consists of authorizing a CSA for utility relocation associated with SacDOT’s 47th Avenue Pedestrian and Bicycle Improvement Project. The relocation of utilities within the existing roadway is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(b and c), which consists of the minor alteration of existing utilities, highways, and streets.

 

Sustainability:  The proposed project is consistent with the 2035 General Plan Policies U.1.1.1 and U1.1.3 as it improves infrastructure reliability, which will allow the utility relocation to be completed with other projects in the most efficient and cost-effective way.

 

Commission/Committee Action:  Not applicable.

 

Rationale for Recommendation:  It is anticipated that contributing funds to the County to complete the City utility adjustments as part of their scope of work, in lieu of having City staff or City Contractor complete the work independently, will save the City money and reduce impacts to the public.  SacDOT is pursuing similar arrangements with Sacramento Area Sewer District (SASD) and Sacramento Regional County Sanitation District (SRCSD) as both currently also have utility relocations that need to occur as part of the Project.

 

Financial Considerations:   The proposed CSA is for an amount not-to-exceed $44,500.  There are sufficient funds available in the Valve Iron Program (Z14006800, Water Fund 6005) in the amount of $22,000 and the Base CIP Contingency - Drainage Program (W14000200, Storm Drain Fund 6011) in the amount of $22,500 to fund the agreement.

 

There are no General Funds allocated or planned for this project.

 

Local Business Enterprise (LBE):  Not applicable.  The County of Sacramento will utilize City funds to adjust the City storm drain manholes and water valve box covers impacted by SacDOT’s 47th Avenue Pedestrian and Bicycle Improvement Project.
