Description/Analysis

 

Issue Detail: The Sacramento Police Department (SPD) has obtained authorization and budget authority from its grantor, the California Office of Emergency Services (CalOES), to furnish exercise coordinator services via the 2017 (G11016900) and 2018 (G11006918) Urban Area Security Initiative (UASI) grants.  These services were previously provided by the Sacramento Metropolitan Fire District via City Agreement No. 2018-0496. CalOES has since provided its approval to use the Sacramento Fire Department to provide the services described in City Agreement 2018-0496.

 

Policy Considerations: The proposed action is consistent with Resolution No. 2019-0248, Section 5.1, which requires any increase or decrease in FTE by department or by fund be approved by the City Council. The proposed action is also consistent with CalOES’ 2017 Homeland Security Grant Program Supplemental Guidance, which prohibits grant recipients from supplanting (replacing) locally-appropriated resources with grant-appropriated resources.

 

Economic Impacts: Not applicable.

 

Environmental Considerations: Not applicable; the proposed activity is not subject to the California Environmental Quality Act (CEQA) according to its guidelines contained in the California Code of Regulations, Sections 15060(c)(3) and 15378(b)(5).

Rationale for Recommendation:  Sacramento City Council authorized acceptance of UASI grant funding (Resolutions #2016-0363, #2017-0461, and #2018-0434) to build and sustain first responder capabilities. The UASI program provides funding to enhance regional homeland security preparedness.  In accordance with the grant program policy, the Department of Homeland Security National Preparedness Goal is a secure and resilient Nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk. Essential to this preparedness goal is planning and conducting training and exercise scenarios to evaluate emergency response capabilities. To enhance regional response collaboration, staff recommends adding a full-time fire captain position as exercise coordinator to design, develop, conduct, and evaluate regional training exercises.

 

Financial Considerations: The U.S. Department of Homeland Security (DHS), through its UASI grant program, provides funding to designated high-risk urban areas to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk. CalOES, as authorized in the grant program guidance, administers the UASI funding from DHS to local government partners. As the designated UASI grant recipient on behalf of the City of Sacramento, the SPD manages UASI funding through its Regional Homeland Security Office. CalOES, as program administrator, has authorized through its notices of approval the use of Fiscal Years 2017 and 2018 grant funding to support a full-time regional exercise coordinator position.

 

The salary and benefit expenses of the requested position will be completely supported with grant funding managed by the SPD, along with appropriate services and supplies expenses that directly benefit the grant.  If federal funding to the City under this grant program is discontinued in a future fiscal year, the position will be subsequently deleted, as required by Resolution No. 2019-0248, Section 5.2.
