Adopt a Resolution authorizing the City Manager or the City Manager’s designee to: 1) establish the new capital improvement project (CIP) for Land Park Electrical Service (L19012600); 2) approve the transfer of $80,000 from the Youth, Parks, & Community Enrichment’s (YPCE) operating budget (General Fund 1001) to the Land Park Electrical Service Project (L19012600); and 3) approve the transfer of $75,000 from the Park Development Impact Fees (Fund 3204) available fund balance and $200,000 from YPCE’s operating budget (General Fund 1001) to the North Natomas Regional Park (NNRP) Dog Park Relocation project (L19140500).

Issue Detail: YPCE is recommending that City Council pass a resolution establishing a CIP for Land Park Electrical Service (L19012600) and appropriate $80,000 from the YPCE’s operating budget (Fund 1001) to L19012600. The scope of the project includes upgrading electrical panel at Land Park Corporation Yard to meet building and safety code. As well as providing hardwired aerator to the Anne Rudin Pond at Land Park to prevent algae blooms.
YPCE is also recommending additional funding to issue a task order to Parker Landscape Development, Inc. for the North Natomas Regional Park (NNRP) Dog Park Relocation project. Parker Landscape Development Inc. has an existing on-call contract (2015-1891) with the City. The additional funding is needed for repairs. The dog park repairs will create a three-chamber dog park system. The three-chamber system will allow maintenance staff to close a portion of the dog park seasonally to allow rehabilitation of the turf, while allowing the two remaining chambers to be utilized by the public. During peak use, all three chambers can be open for public use. Turf will be removed and replaced with decomposed granite in one chamber to reduce maintenance requirements. The work will include clearing and grubbing, demolition, grading and drainage, concrete flatwork, concrete mow strips, concrete pads, aggregate base, decomposed granite paving, rule signage, chain link fencing and gates, drinking fountain, dog wash faucet, dog agility equipment, irrigation modifications, and turf rehabilitation. The on-call contract will expedite the dog park repairs to be completed by June 2020.
Policy Considerations: As stated in City Council Resolution No. 2019-0248 Sections 10.2 and 10.10, City Council approval is required to establish (and cancel) CIP projects and make appropriations exceeding $100,000.
Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

Environmental Considerations: This report concerns fiscal activities that do not constitute a "project" as defined by the California Environmental Quality Act Guidelines Section 15378(b)(4). Environmental review of these park improvement projects will occur before construction is authorized.

Rationale for Recommendation: The existing electrical system at the Land Park Corporation Yard is substandard and does not meet building and safety code. Electrical system needs to be replaced, otherwise it may impact Land Park Corporation Yard operations. Electrical system upgrades will support park operation efficiencies and safety. In addition, staff will replace the existing solar powered aerator at Anne Rudin Pond with a hardwired aeration system. The existing solar panels are undersized and do not generate enough electricity to operate the aerators. The renovation will ensure the pond is aerated properly and prevent algae blooms.
The NNRP Dog Park repairs bids were solicited from the departments on-call contractor’s list. The bids were opened on January 24, 2020. Staff received two bids from our on-call contractors and the results are listed below:

The Engineer’s Estimate for the base bid was $195,000 and $15,000 for all the additive alternate, for a total amount of $210,000.
The low bidder was determined on the base bid plus the additive alternate 1.
It was determined that Parker Landscape Development, Inc. offered the lowest responsive bid and is a responsible bidder. A task order will be issued on the existing contract (2015-1891) for the base bid only in the amount of $223,263.
Financial Considerations: Sufficient funding is available in YPCE’s operating budget to support the funding requested. Staff is recommending transferring $80,000 to the Land Park Electrical Service project (L19012600) and $200,000 to the NNRP Dog Park Relocation project (L19140500) from YPCE’s operating budget (General Fund 1001).
Staff is also recommending a transfer of $75,000 from the Park Development Impact Fees (Fund 3204) available fund balance to the NNRP Dog Park Relocation project (L19140500) to cover construction and staff time. With this funding allocated to the project, staff intends to issue a task order to an existing on-call contractor to make the repairs.
These are existing parks; the annual maintenance and utilities costs are covered in YPCE’s operating budget for maintenance, water, and utility costs.
