Description/Analysis

 

Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is seeking approval to award a contract to Saenz Landscape Construction Company for the Fremont Park Electrical Upgrade Improvements Project, which is funded under the Utility Building Project (L19000306). Saenz Landscape Construction Company was the low bidder for the contract in the amount of $281,783.

 

The work will include concrete flatwork, electrical conduit, wiring, electrical pedestals, modifications to the existing irrigation system and installation of turf sod. Construction is expected to be completed by late June 2020.

 

Fremont Park is a 2.35-acre neighborhood park located at 1515 Q Street in Midtown, in Council District 4.

 

Policy Considerations: City Code Chapter 3.60 provides that the City Council approval is required to enter into construction agreements over $100,000. Council Resolution No. 2019-0248, Sections 6.3 and 10.10, requires that all appropriation changes exceeding $100,000 in total by fund from available fund balance and any project must be approved by resolution of the City Council.

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

 

Economic Impacts:  The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

This park construction project, in the amount of $281,783 is expected to create 1.13 jobs (0.65 direct jobs and 0.48 indirect jobs through indirect and induced activities). Furthermore, it will create $173,983 in total economic output ($109,663 of direct output and $64,320 of output through indirect and induced activities).

 

Environmental Considerations: It has been determined that the Project is exempt from environmental review under California Environmental Quality Act Guidelines section 15301, minor alteration of existing public structures involving negligible expansion of use; and section 15303, construction of a limited number of new small facilities or structures.

 

Sustainability: The park improvements are consistent with sustainable design through using recycled materials and local suppliers.

Rationale for Recommendation: The formal bidding process for the Fremont Park Electrical Upgrade Improvements Project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on January 15, 2020. Staff received two bids and the results are listed below:

The low bidder was determined on the base bid plus all additive alternates. The Engineer’s Estimate for the base bid was $112,000 and $55,000 for the additive alternate, for a total amount of $167,000.

 

Pursuant to City Code Sections 3.60.020 and 3.60.360 E, it was determined that Saenz Landscape Construction Company offered the lowest responsive bid and is a responsible bidder. The contract will be awarded for the base bid and additive alternate items in the amount of $281,783.

 

Financial Considerations: There is insufficient funding in the Fremont Park Utility Building project (L19000306) budget to award the contract. Therefore, staff is seeking approval to transfer $212,000 from the Park Development Impact Fees (Fund 3204) available fund balance to the Fremont Park Utility Building project (L19000306). With this additional allocation, there will be adequate funds for staff time and to award this construction contract in the amount of $281,783.

 

This is an existing park; the annual maintenance and utilities costs are covered in YPCE’s operating budget for maintenance, water, and utility costs.

 

Local Business Enterprise (LBE): Saenz Landscape Construction exceeded the 5% LBE participation requirement.
