Description/Analysis

Issue Detail: Over the past several years there has been a significant increase in the number of contracts requiring Council approval. Council requested an evaluation of contracts approved by the Council to determine if the City Manager's $100,000 threshold should be increased.

In reviewing the City Manager's contracting and purchasing authority staff evaluated the ten largest California cities. As reflected below more than half of these cities have a signing authority of $250,000 or more.



Increasing the City Manager's contract and purchasing authority to $250,000 will significantly expedite these transactions and create efficiencies by reducing the number of reports prepared for Council.

Policy Considerations: Increasing the City Manager's contracting and purchasing authority requires amendments to the SCC, Chapters 3.04, 3.54, 3.56, 3.58, 3.60, 3.62, 3.64, 3.68, 3.72, and 18.18. Once adopted by Council, staff will ensure that all existing applicable policies are updated to reflect this change.
