Adopt a Resolution: 1) confirming the Mayor's appointment of Councilmembers to Council standing committees, and various regional authorities, agencies, commissions, and committees for the remainder of 2020 to add appointments to the Stadium Area Enhanced Infrastructure Financing District Public Financing Authority and reflect changes to existing appointments; and 2) rescinding Resolution 2020-0012.

Description/Analysis
Issue Detail: On January 14, 2020, City Council adopted Resolution 2020-0012 confirming the Mayoral Appointments for the 2020 Calendar year. Appointments to the Stadium Area Enhanced Infrastructure Financing District Financing Authority were inadvertently left off the 2020 Mayoral Appointment Roster confirmed on January 14, 2020. Additionally, the Mayor is proposing changes in appointments to the Sacramento Groundwater Authority, Sacramento Public Library Authority and Sacramento Transportation Authority.
• Councilmember Harris replaces Councilmember Jennings on the Sacramento Groundwater Authority.
• Councilmember Schenirer is removed from the Sacramento Public Library Authority.
• Mayor Steinberg replaces Councilmember Carr on the Sacramento Transportation Authority and Rosanna Herber is added as a public alternate.
• Councilmembers Harris, Guerra and Jennings are confirmed as appointments to the Stadium Area Enhanced Infrastructure Financing District Financing Authority along with Rita Gallardo Good and Blake Johnson as public members.
The term of these appointments is for the remainder of 2020.
Policy Considerations: This action is consistent with Chapter 12 of the Council Rules of Procedure and is made on an annual basis or when circumstances require a new or replacement appointee. The appointments must be confirmed by a majority vote of the City Council. It is best practice to distribute the Mayoral Appointment Roster at one meeting then bring back for confirmation at the next meeting but due to the urgency of these appointments, the Mayor is recommending immediate confirmation of appointments.

California Environmental Quality Act (CEQA): Under the California Environmental Quality Act (CEQA) guidelines, continuing administrative activities do not constitute a project and are therefore exempt from review.

Rationale for Recommendation: Each year, or as needed, the Mayor appoints Councilmembers to serve on Council standing committees, and the various regional authorities, agencies, commissions and committees. This recommendation is consistent with that practice and is for the remainder of the 2020 calendar year.
