Issue Detail: Sacramento City Code Chapter 3.124 and the California Streets and Highways Code require that the following maintenance districts (Districts) present an annual engineer’s report and budget to City Council.
Districts formed under City Code Chapter 3.124
• Willowcreek Maintenance Assessment District
• Northside Maintenance Assessment District
• Laguna Creek Maintenance District
• Neighborhood Water Quality District
Districts formed under Landscaping and Lighting Act of 1972
• Citywide Landscaping and Lighting Assessment District
• Neighborhood Landscaping District
• Neighborhood Lighting District
• Power Inn Road Maintenance District
• Village Garden Maintenance District
The Districts were formed to provide various maintenance and operations services such as street landscape and lighting, park, open space, drainage basin, and wetlands maintenance as well as water quality programs. More detailed descriptions of the services provided in each district and the individual annual budgets will be brought to Council for approval over the next few months. The recommended action to direct the filing of the annual engineer’s reports is the first step in the process of ordering the maintenance and levying the assessment.
Policy Considerations: The recommended action supports funding for maintenance and operation services in the Districts via property-based assessments.

Environmental Considerations:
California Environmental Quality Act Guidelines (CEQA): Under CEQA, administration of the Districts does not constitute a project and is therefore exempt from review [14 Cal. Code Regs. §15378(b)(5)].

Rationale for Recommendation: The actions in the recommended Resolution are required by Sacramento City Code Section 3.124.190 and the California Streets and Highways Code, as set forth in Section 22622 of the Landscaping and Lighting Act of 1972, for annual proceedings of existing districts.
Financial Considerations: The recommended action orders the engineer’s reports, which will be used to establish budgets for each district and be submitted to Council at a future date. There are no financial considerations with this report.
