Pass a Motion authorizing the City Manager or the City Manager’s designee to execute a supplement to Contract Number 2015-1422, for uniformed unarmed security guard services with Securitas Security Services USA, increasing the not-to-exceed amount by $1.5 million.

Description/Analysis

 

Issue Detail: The contract with Securitas Security Services USA for citywide unarmed uniformed security guard services will expire on August 26, 2020. After reviewing the amount previously expended under this contract since it was executed in 2015, staff determined that an additional $1.5 million is needed for services through the contract expiration date. The previous increases in expenditures under this contract were caused by annual increases in the Living Wage rate and increased security services to support identified risks at new and existing City facilities. The $1.5 million increase also includes $200,000 to cover any unanticipated costs. 

 

The living wage rate increases since 2016 are outlined in the table below.

On January 6, 2020, the City posted a new solicitation No. P2006152100 which closed on February 3, 2020, to award a new unarmed uniformed security services contract with an updated statement of work to account for the City’s increased security needs. Staff is currently evaluating proposals and plans to award a new Citywide contract prior to the expiration of the current contract. Awarding prior to the expiration date will provide adequate time for transition, should a new vendor be selected.

 

Policy Considerations: The recommendations in this report are in accordance with the City standards for non-professional service agreements (City Code Section 3.56).

 

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section  E.2.d) mandate that unless waived by a two-thirds vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to Council action. This item was published for 10-day review on March 13, 2020 as required.

 

Economic Impacts:  None.

 

Environmental Considerations: Not applicable.

 

California Environmental Quality Act (CEQA): This report concerns administrative activities that do not constitute a “project” as defined by the CEQA Guidelines Sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA. (CEQA Guidelines15060(c)(3)).

Rationale for Recommendation: An increase in the current contract amount will ensure continuity of security services at City facilities through the completion of this contract.

 

Financial Considerations: Sufficient funding is available in the FY2019/20 budget for security services through June 30, 2020. Security services needed after June 30, 2020, are subject to funding availability in the adopted budget for the applicable fiscal year. Individual departments will authorize services on this agreement as needed and will utilize their own approved operating budgets.

 

Local Business Enterprise (LBE): Securitas Security Services USA meets the City’s LBE requirements.
