Pass a Motion authorizing the City Manager or the City Manager’s designee to: 1) execute an initial one-year Non-Professional Services Agreement for the maintenance of the Riverside Pocket Streetscapes with New Image Landscape Company for an amount not to exceed $64,299; and 2) exercise options to extend the agreement for up to two additional one-year periods, with the total amount of the agreement, including the optional two one-year extensions, not to exceed $196,132, provided there is sufficient funding available in the adopted budgets for the applicable fiscal year.

Description/Analysis
Issue Detail: The Maintenance Services Division of the Department of Public Works has an ongoing need to maintain the landscaping along the transportation corridors within the City of Sacramento. Invitation for Bid No. B20151681008 was issued for maintenance of the Riverside Pocket Streetscapes. City Council approval is necessary to award a Non-Professional Services Agreement to New Image Landscape Company.
Policy Considerations: The recommendations in this report are consistent with City Code Chapter 3.56 - Purchasing of Supplies and Services, and Administrative Policy 4101 - Non-Professional Services.

Environmental Considerations:
California Environmental Quality Act (CEQA): Maintenance activities for existing facilities involving negligible or no expansion of use have been determined to have no significant effect on the environment and are therefore categorically exempt from review under the California Environmental Quality Act (CEQA) pursuant to section 15301 of the CEQA Guidelines.
Sustainability: The streetscape maintenance services purchased under this contract will support the City of Sacramento's Sustainability goals by improving and optimizing the transportation infrastructure. Further, maintenance of streetscapes contributes to the quality of life by promoting "greening" within the City.

Rationale for Recommendation: In January 2020, Invitation for Bid No. B20151681008 was issued to procure streetscape maintenance services for the Riverside Pocket Streetscapes. Three responsive bids were received.
Based upon the results of the competitive solicitation, which may be found in the Bid Analysis below, staff recommends award of a one-year Non-Professional Services Agreement, with two optional extensions, to the lowest responsive and responsible bidder, New Image Landscape Company. The amount of the initial one-year agreement will not exceed $64,299. The total amount of the agreement, with two optional one-year extensions, will not exceed $196,132.
The total amount of the agreement, $196,132, includes $32,229 for additional maintenance and repairs not included in the agreement's scope of work. The amount is based upon the amount of additional work typically required to address damage caused by vandalism, pest infestations, unseasonably high or low temperatures, and other unforeseen causes.

Financial Considerations: Expenditures for streetscape maintenance services with New Image Landscape Company will not exceed $64,299 in the first year or $196,132 for the potential three-year period. Streetscape maintenance is funded from the department's Streetscape Maintenance operating budget, primarily by fees from the Citywide Landscaping and Lighting District (L&L) and 15 special districts. Maintenance of the Riverside Pocket Streetscapes is funded by the Subdivision Landscaping Maintenance District (Fund 2205) (10%) and L&L (Fund 2232) (90%). There are no General Funds planned for these services.
There is sufficient funding available in the Fiscal Year 2019/20 Department of Public Works Operating Budget to support the projected maintenance requirements through June 30, 2020. Extensions of the contract in succeeding fiscal years shall be subject to funding availability in the adopted budget for each fiscal year.
