Issue Detail: Staff recommends Council approve an agreement with Brown and Caldwell, for Engineering Design Services for the Sump 85 Reconstruction Project.
Sump 85 was constructed in North Sacramento in the 1950’s across from 2537 Edgewater Road, and currently collects wastewater from Basins 85 and 87 in North Sacramento and pumps it to Sacramento County’s Regional Sanitation (Regional San) Wastewater Treatment Plant in Elk Grove. Sump 85 has not had any major improvements since 1984 and much of the electrical and mechanical equipment has become obsolete and outdated.
The City of Sacramento (City) performed electrical improvements that included updating the variable frequency drives (VFDs) ten years ago which help adjust the pump motor speeds based on the amount of incoming flow, however, the station still contains outdated electrical equipment and obsolete parts. The site also lacks standard capabilities such as bypass pumping and flow metering that are extremely beneficial to the long-term maintenance and success of the facility. Brown and Caldwell will also be incorporating improved safety and security into the improvement plans.
This project scope will include studying the potential purchase of a property for a new sump station site, just north of the existing site, including all of the associated environmental documentation, and the design of a brand new sump station with new electrical and mechanical equipment and improved access that will help to improve safety and maintainability and mitigate confined space issues. The scope will also include adding a bypass to improve redundancy.
Policy Considerations: City Council approval is required for professional service agreements of $100,000 or more per City Code 3.64.020.
Economic Impacts: None.
Environmental Considerations: This action for a professional services agreement for Sump 85 analysis and design services concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by California Environmental Quality Act (CEQA) Guidelines Sections 15378(b)(2) and is not subject to CEQA (CEQA Guidelines Section 15060(c)(3)). Appropriate environmental review pursuant to the requirements of CEQA will be completed prior to any action that would result in a physical effect on the environment.
Sustainability: The proposed project is consistent with the 2035 General Plan Policy U 3.1.1 Sufficient Service, as it reduces sewer outflows and improves pumping capacity for peak sanitary sewer flows and infiltration; and improves service and infrastructure reliability, which will reduce energy-intensive maintenance.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: On October 22, 2019, a Request for Proposal (RFP) (#P20141311005) was advertised and issued on PlanetBids for Engineering Services for Improvements to Sump 85 Reconstruction Project. DOU used the departments design on call list and distributed the RFP to three firms with past practice performing similar tasks which included Brown and Caldwell, Carollo Engineers, and West Yost Associates. On the due date of November 21, 2019, proposals were received from each of the three firms
Staff reviewed the proposals and based on their knowledge, expertise, and experience, Brown and Caldwell was selected to provide the requested services.
Financial Considerations: The proposed agreement is for an amount not-to-exceed $761,702. Sufficient funds are available in the Wastewater Sump Rehab/Repair Program (X14130900) in the Wastewater Revenue Bonds 2019 Fund (Fund 6321) to fund the agreement.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Brown and Caldwell is not an LBE, but has partnered with LBE’s; Mark Thomas Surveying (Topographic Survey), Shannon and Wilson (Geotechnical Services), Ascent Environmental (Environmental Documentation), and KMP Strategies (Public Outreach) for this contract to exceed the minimum LBE participation requirement.
