Description/Analysis
Issue Detail: The Department of Public Works, Fleet Management Division, has a requirement to purchase safety barriers and two barrier trailers for the Sacramento Police Department, on behalf of the Regional Homeland Security Office, to provide protection for citizens across the Sacramento region.
Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56 and Administrative Policy 4001 regarding purchase of supplies.
Economic Impacts: None
Environmental Considerations: No environmental review is necessary because
the recommendations in this report involve the purchase of equipment which is not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.

Rationale for Recommendation: On January 14, 2020, City Council adopted Resolution No. 2020-0019 to suspend competitive bidding and authorize a Request for Proposal (RFP) to purchase safety barriers and barrier trailers as it is in the city’s best interest to consider experience in the industry, durability, quality, warranty requirements, mobility, project plan and schedule, references, and cost. On January 28, 2020, the Department of Public Works, Fleet Management Division, in accordance with City Code Chapter 3.56, issued Request for Proposal No. P20153311001 for this equipment. Four proposals were received. The proposals were evaluated and ranked. Fleet Management recommends awarding the contract to Meridian Rapid Defense Group as the proposal was the highest ranked proposal received.
Financial Considerations: Sufficient funds are available in the Department of Public Works, Fleet Management Division’s Fiscal Year (FY) 2019/20 Operating Budget (Fleet Fund, Fund 6501) to purchase the safety barriers and barrier trailers and will be charged to the 2017 Urban Area Security Initiative (UASI) Grant Project (G11016900). There is sufficient funding in the Department’s FY2019/20 operating budget and the 2017 UASI Grant Project (G11016900) to support the recommended purchase.
Local Business Enterprise (LBE): Meridian Rapid Defense Group is not an LBE. The minimum LBE participation requirement is waived when the City suspends competitive bidding and utilizes an alternate procurement method to select a vendor.
