Pass a Motion authorizing the City Manager or City Manager's designee to execute Supplemental Agreement No. 3 with Metro Chamber Foundation for services for the Thousand Strong program in an amount of $300,000, for a new not-to-exceed total contract amount of $880,000.

Description/Analysis

Issue Detail: On October 2, 2017, the City contracted with the Metro Chamber Foundation to provide payroll services for student participants and recruit employment partners, as well as provide administrative oversight, work permitting support, and on-boarding of both students and employers. The contract term has been extended because the Metro Chamber Foundation has provided exceptional work as the administrative backbone for Thousand Strong.

The original contract amount for these services for the first year was $280,000. The first supplemental agreement in 2018 added $300,000 to increase the total not-to-exceed amount to $580,000. In 2019, the second supplement extended the term to June 30, 2020, but no additional funds were added at that time because there was still funding available under the contract.

For the 2019-2020 cohort of students, Thousand Strong has been very successful in maintaining students' employment. The program is planned to transition in fiscal year 2020-2021, so there is a need to close-out the contract with the Metro Chamber Foundation.
