Recommendation

Adopt a Resolution authorizing the City Manager or City Manager’s designee to: 1) execute and submit the COVID-19 Emergency Homeless Funding Grant Agreement with the State of California Business, Consumer Services and Housing Agency (BCSH) to accept and administer $2,245,840 in grant funding; 2) execute and submit supporting documents and various reports for the implementation of the Grant; 3) establish the COVID-19 Homeless Grant (G02001500) Multi-Year Operating program (MYOP); and 4) establish revenue and expenditure budget in the amount of $2,245,840 for G02001500 in Operating Grants (Fund 2702).

Description/Analysis

 

Issue Detail: In March of 2020 the Legislature and the Newsom Administration approved an allocation of $500 million to help California fight COVID-19, with $150 million for local emergency homeless actions. The Administration detailed that State of California is making emergency funding available to local governments to mitigate the spread of COVID-19 among this particularly vulnerable population, many of whom have no option to self-quarantine or isolate. The State is granting $100 million directly to Cities, Counties and Continuums of Care (CoCs) allocated by the same methodology used for the Homeless Housing, Assistance and Prevention Program (HHAP), under which the City was previously awarded $13,654,708 million.

 

The City’s COVID-19 Emergency Homeless Funding grant allocation is $2,245,840. The Homeless Services Division anticipates that the funds will primarily support outreach, sheltering and re-housing programs necessary to prevent and mitigate the impacts of the COVID-19 virus among the homeless populations. The funds are intended to respond to the COVID-19 crisis quickly and provide protective measures and immediate options to individuals experiencing homelessness. Sacramento County has been allocated a $997,067 grant and the Sacramento Continuum of Care an additional $1,083,737 million, for similar activities.

 

Policy Considerations: The City has been impacted by the health crisis of this global pandemic, and people experiencing homelessness are amongst the most vulnerable. The 2019 Point-in-Time Count indicates that almost one-in-five people experiencing homelessness are over the age of 54 and seventy-seven percent report having a disabling condition. The State of California has committed to deploying resources to local governments to help address the needs of the homeless population, including funding to help move people safely into shelter, removing regulatory barriers, and hep securing trailers and motels to provide immediate shelter. This funding will play a crucial role in the City’s response to the COVID-19 pandemic, allowing the quick deployment of a number of local responses.

Rationale for Recommendation: Homelessness continues to be a compelling and pivotal issue for the City, and the City Council has made significant investments over the past years to increase services, shelter capacity and housing supports for people experiencing homelessness. Despite these efforts, homelessness is on the rise across our State, and is affecting communities throughout the City and the County of Sacramento. The crisis of COVID-19 has the potential to significantly affect the homeless populations, and, therefore, a swift and thorough response is required.

 

Financial Considerations: The State of California Business, Consumer Services and Housing Agency (BCHS) will provide the City with $2,245,840 in non-competitive grant funding for COVID-19 related emergency homeless actions. There is no local match requirement. Revenues and expenditure budgets will be established in the COVID-19 Homeless Grant (G02001500) Multi-Year Operating Project for an amount of $2,245,840 in Operating Grants Fund (2702).
