Description/Analysis
Issue Detail: Parking on the west side of 37th Street, between S Street and T Street, is currently unregulated during daytime hours. This allows vehicles to park for extended periods of time, making it difficult for residents and customers of a new mixed-use project to find convenient parking. In order to reduce long-term parking around the mixed-use project, the owner has requested regulating the street parking with two-hour restrictions to help improve vehicle turnover and provide parking for residents and customers (See proposed map of two-hour parking in Exhibit A).
Policy Considerations: The recommendations in this report are in accordance with City Code Section 10.36.100, which requires a City Council resolution to designate certain business districts or streets for restricted parking.
Economic Impacts: None
Environmental Considerations: The proposed restriction of parking is not a “project” under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code section 21065 because it will not result in either direct or indirect physical changes in the environment. Even if the proposed action were considered a “project,” it would be exempt from CEQA pursuant to CEQA Guidelines section 15061(b)(3) because implementation of the parking restrictions does not have the potential for causing a significant effect on the environment.
Sustainability: This action supports the City of Sacramento’s sustainability goals to improve and optimize the transportation infrastructure.

Rationale for Recommendation: Regulating parking on the proposed section of 37th Street with two-hour restrictions will help improve vehicle turnover and provide convenient parking for residents and customers of the new mixed-use project.
Financial Considerations: The cost to implement the recommended parking regulation is estimated to be $478. Sufficient funds are available in the Department of Public Works, Parking Services Division Fiscal Year 2019/20 Operating Budget (General Fund, Fund 1001) to implement the recommended parking regulation.
