Adopt a Resolution: 1) approving the Plans and Specifications for the 2020 Street Seal Coat Phase 1 Project; 2) authorizing the City Manager or the City Manager’s designee to transfer $128,000 (Transportation Development Fund, Fund 2013) from the expenditure budget of the 2019 Pedestrian and Bike Trail Repair Maintenance Projects (K15192100) to the expenditure budget of the 2020 Transportation Corridor Program (R15200000) to support the completion of the 2020 Street Seal Coat Phase 1 Project; 3) awarding the construction contract to Pavement Coatings, Inc. for an amount not to exceed $2,030,475 for the 2020 Street Seal Coat Phase 1 Project; and 4) authorizing the City Manager or the City Manager’s designee to execute the construction contract for the 2020 Street Seal Coat Phase 1 Project.

Description/Analysis
Issue Detail: The 2020 Street Seal Coat Phase 1 Project includes resurfacing of neighborhoods in the Natomas area, the Florin Road and Franklin Boulevard corridors, and the Ninos Parkway bike trail.
The City’s street resurfacing program implements a preventative maintenance strategy applied to street surfaces to extend the useful life of the existing pavement. The Public Works, Maintenance Services Division developed the program to maintain the quality of City streets in a cost-effective manner within the available funds. The residential and arterial streets and bike lanes to receive slurry seal with this year’s project are shown in Attachment 2.
Plans and specifications were completed for the 2020 Street Seal Coat Phase 1 Project which was advertised on April 1, 2020 and one bid was received. Staff recommends that the construction contract be awarded to the lowest and responsive bidder, Pavement Coatings, Inc.
Policy Considerations: The recommendations in this report are in accordance with City Code Chapters 3.60 and 3.64, and City Code Section 4.04.020.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7,
Section E.2.d) mandate that unless waived by a two-thirds vote of the City Council, all labor
agreements and all agreements greater than $1,000,000 shall be made available to the public
at least ten (10) days prior to council action. This item was published for 10-day review on June 19, 2020 as required.
Economic Impacts: This new infrastructure is expected to create 8.12 total jobs (4.67 direct jobs and 3.45 jobs through indirect and induced actives) and create $1,253,686 in total economic output ($790,208 of direct output and another $463,478 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has determined that the 2020 Slurry Seal Phase 1 Project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Class 1, Section 15301(c).
Projects exempted under Class 1, Section 15301(c) consist of the operation, repair or minor alteration to existing highways and streets, sidewalks, bicycle and pedestrian trails, and similar facilities.
No further CEQA review is required.
Sustainability: The action requested supports the City’s General Plan goals of improving the transportation system, expanding public safety, creating a well-connected transportation network, conserving energy resources, reducing greenhouse gas emissions and air pollution, and do so while continuing to accommodate auto mobility.

The Engineer’s estimate was $1,735,012.
It is recommended that the construction contract be awarded to the lowest responsive and responsible bidder, Pavement Coatings, Inc.
The City Council approval is needed to make the appropriate budgetary adjustments and to award and execute the construction contract.
Financial Considerations: The estimated total cost to complete design and construction activities for the 2020 Street Seal Coat Phase 1 Project is approximately $2.7 million. With the approval of the transfer of $128,000 (Transportation Development Fund, Fund 2013) from the expenditure budget of the 2019 Pedestrian and Bike Trail Repair Maintenance Projects (K15192100) to the expenditure budget of the 2020 Transportation Corridor Program (R15200000), there will be sufficient funding to award the construction contract to Pavement Coatings, Inc. for an amount not to exceed $2,030,475, cover the remaining construction management and all other project related costs.
There is sufficient funding within the 2019 Pedestrian and Bike Trail Repair Maintenance Project (K15192100) to support the $128,000 transfer (Transportation Development Fund, Fund 2013) to the 2020 Transportation Corridor Program (R15200000).
There are no General Funds planned or allocated for either of these projects.
