Description/Analysis

 

Issue Detail: The City has an ongoing requirement for unarmed uniformed security guard services for approximately 22 City owned facilities. The existing Unarmed Uniformed Security Guard Services Contract No. 2015-1422 with Securitas Security Services USA will expire August 25, 2020. The City issued a Request for Proposal (RFP) P20061521001 on

January 6, 2020. A total of five contractors responded to the RFP and Allied Universal Security Services was determined to be the highest-ranking proposer.

 

Policy Considerations: The recommendations in this report are in accordance with the City standards for non-professional service agreements (City Code Section 3.56).

 

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section  E.2.d) mandate that unless waived by a two-thirds vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to Council action.  This item was published for 10-day review on June 19, 2020 as required.

California Environmental Quality Act (CEQA): This report concerns administrative activities that do not constitute a “project” as defined by the CEQA Guidelines Sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA. (CEQA Guidelines15060(c)(3)).

Rationale for Recommendation: The existing Unarmed Uniformed Security Guard Services Contract No. 2015-1422 with Securitas Security Services USA will expire August 25, 2020. Awarding a new unarmed uniformed security guard services contract will ensure continuity of security services at City facilities through the completion of this contract. On January 6, 2020, the City posted a new solicitation No. P2006152100 which closed on February 3, 2020, to award a new unarmed uniformed security services contract with an updated statement of work to account for the City’s increased security needs. A selection committee made up of City and County of Sacramento staff evaluated the proposals and selected Allied Universal Security Services as the highest-ranking proposer. Allied Universal Security Services was determined to be the most qualified bidder based on the following rated criteria: qualifications, references, capacity, capability, employment practices, training, quality of proposal response, and competitive pricing. The contract will provide opportunities for employees working for the current contractor to be employed by the new contractor.

The recommended not-to-exceed amount of $23.5 million includes all known price increases and contingencies. The estimated annual expenditures are provided in the table below.

 

                     

 

The recommended contract period is a one-year contract with a potential for four one-year renewal periods.

 

Financial Considerations: Sufficient funding is available in the FY2020/21 budget for security services through June 30, 2021. Security services needed after June 30, 2021, are subject to funding availability in the adopted budget for the applicable fiscal year. Individual departments will authorize services under this agreement as needed and will utilize their own approved operating budgets.

 

Local Business Enterprise (LBE): Allied Universal Security Services meets the City’s LBE requirements.
