Description/Analysis
Issue Detail: The terms for incumbents in the office of the Mayor and City Council Districts 2, 4, 6, and 8 are scheduled to expire in December 2020. On November 5, 2019, and pursuant to established election procedures, the City Council adopted resolutions that called for a March municipal election to fill these expiring terms. The Council also adopted resolutions that consolidated the elections with the statewide primary and general elections and requested authorization from the Board of Supervisors to allow the County Registrar of Voters to provide needed election services. On November 19, 2019, and pursuant to established election procedures, the City Council adopted a resolution that called for the voting upon of the measure titled Sacramento Children’s Fund Act of 2020.
The election has occurred, the Sacramento County Registrar of Voters has certified the results, and the City Clerk has received the official Certificate of Facts. As contained in the certification, the number of votes received by a single candidate in the office of the Mayor and City Council Districts 4 and 6 were sufficient to declare them elected.
Adopting the resolution accepting the election results is the final action that completes the March 3, 2020 election process.
Accepting the election results as certified by the Sacramento County Registrar of Voters will enter the vote into the official record of the City and allow for certification and the confirmation of the March 3, 2020 election. Pursuant to the Sacramento City Charter section 153, elected officials shall take office on the day of the last regularly scheduled city council meeting in December in the year of their election.

Rationale for Recommendation: The City of Sacramento held a municipal election on March 3, 2020 for the purposes of electing the Mayor and City Councilmembers in Districts 2, 4, 6, and 8.
Pursuant to the results contained in the Certificate of Facts, the number of votes received by the following candidates were sufficient to declare them elected, without the need for run-off elections: Darrell Steinberg, Mayor; Katie Valenzuela, District 4; and Eric Guerra, District 6.
Financial Considerations: The County has invoiced the City of Sacramento $484,296.61 for the March 3, 2020 election. Of this total, $18,200 is attributable to the cost of candidate statements, for which the City received payment directly from the candidates.
