Description/Analysis

 

Issue Detail: Through the Road Rehabilitation and Accountability Act of 2017, also known as Senate Bill 1, the Sacramento Transportation Authority (STA) is allocated Local Partnership Program (LPP) funding by formula to reward self-help counties that tax themselves to support transportation improvements. The City applied for and STA approved LPP funding to support the City’s corridor improvements program. These funds will be combined with local gas tax and other funding sources to provide improvements and pavement rehabilitation on Folsom Boulevard. The Folsom Boulevard Overlay Project is a preventative maintenance project to extend the useful life of the existing corridor pavement. In addition to preventive maintenance, the project will incorporate some complete street enhancements including improved signal detection and green bicycle lanes in conflict areas.

 

Plans and specifications were completed for the Folsom Boulevard Overlay Project which was advertised on April 15, 2020, and five bids were received. Staff recommends that the construction contract be awarded to the lowest and responsive bidder, All American Construction, Inc.

 

Policy Considerations: The recommendations in this report are in accordance with City Code Chapters 3.60 and 3.64, and City Code Section 4.04.020.

 

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7,

Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor

agreements and all agreements greater than $1,000,000 shall be made available to the public

at least ten (10) days prior to council action.  This item was published for 10-day review on June 19, 2020 as required. 

 

Economic Impacts:  This new infrastructure is expected to create 7.49 total jobs (4.31 direct jobs and 3.18 jobs through indirect and induced actives) and create $1,155,884 in total economic output ($728,562 of direct output and another $427,322 of output through indirect and induced activities).                                                               

 

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA):  The Community Development Department, Environmental Planning Services Division has determined that the Folsom Boulevard Overlay Project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Class 1, Section 15301(c).

 

Projects exempted under Class 1, Section 15301(c) consist of the operation, repair or minor alteration to existing highways and streets, sidewalks, bicycle and pedestrian trails, and similar facilities.

 

Sustainability: The action requested supports the City’s General Plan goals of improving the transportation system, expanding public safety, creating a well-connected transportation network, conserving energy resources, reducing greenhouse gas emissions and air pollution, and do so while continuing to accommodate auto mobility.

Rationale for Recommendation: The Folsom Boulevard Overlay Project was advertised and bids were received on May 12, 2020.  The bids are summarized below:

The Engineer’s estimate was $1,978,012.

 

All bidders met all required bid conditions. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, All American Construction, Inc.

Construction is anticipated to begin July 2020 and be completed October 2020.

 

City Council approval is needed to make the appropriate budgetary adjustments and to award and execute the construction contract.

 

Financial Considerations: The estimated total cost to complete design and construction activities for the Folsom Boulevard Overlay Project is approximately $2.4 million. With the approval of the transfer of $472,734 (SR16 Relinquishment Fund, Fund 2034) from the expenditure budget of the SR16 State of Good Repair Project (R15167700), appropriation of $722,000 (Other Capital Grants, Fund 3704) in State SB1 LPP funding, the transfer of $395,999 (Measure A Maintenance Fund, Fund 2026) and $48,642 (Gas Tax, Fund 2002) from the expenditure budget of the Street/Bikeway Overlay and Seals FY18 Project (R15182000) to the expenditure budget of the 2020 Transportation Corridor Program (R15200000), and the transfer of $444,641 (Road Maintenance and Rehabilitation Account Fund, Fund 2036) from the expenditure budget of the 2020 Transportation Corridor Program (R15200000) to the expenditure budget of the Street/Bikeway Overlay and Seals FY18 Project (R15182000), there will be sufficient funding in the 2020 Transportation Corridor Program (R15200000) to award construction contract to All American Construction, Inc. for an amount not to exceed $1,872,074 and cover the remaining construction management and all other project related cost.

There is sufficient funding within the SR16 State of Good Repair Project (R15167700) and the Street/Bikeway Overlay and Seals FY18 Project (R15182000) to support the transfer to the 2020 Transportation Corridor Program (R15200000) for the completion of the Folsom Boulevard Overlay Project.

 

There are no General Funds planned or allocated for this project.

 

Local Business Enterprise (LBE): All American Construction, Inc. is not an LBE, but has partnered with an LBE, Anrak Corporation, for this contract to meet the minimum LBE participation requirement. Anrak Corporation will provide pavement grinding services.
