Adopt a Resolution: 1) approving the Plans and Specifications for the Primary Levee Floodgate Rehabilitation Project; 2) authorizing the City Manager or the City Manager’s designee to transfer $19,334 (Gas Tax Fund, Fund 2002) from the expenditure budget of the 2017 Bridge/Floodgate Maintenance Program (R15172300) to the expenditure budget of the 2019 Bridge/Floodgate Maintenance Program (R15192300); 3) authorizing the City Manager or the City Manager’s designee to transfer $41,627 (Measure A Maintenance Fund, Fund 2026) from the expenditure budget of the 2018 Bridge/Floodgate Maintenance Program (R15182300) to the expenditure budget of the 2019 Bridge/Floodgate Maintenance Program (R15192300); 4) authorizing the City Manager or the City Manager’s designee to transfer $100,000 (Measure A Maintenance Fund, Fund 2026) from the expenditure budget of the 2020 Bridge/Floodgate Maintenance Program (R15202300) to the expenditure budget of the 2019 Bridge/Floodgate Maintenance Program (R15192300); 5) awarding the construction contract to The Design Build, Inc. for an amount not to exceed $329,786 for the Primary Levee Floodgate Rehabilitation Project (R15192300); and 6) authorizing the City Manager or the City Manager’s designee to execute the contract with The Design Build, Inc. for an amount not to exceed $329,786.

Description/Analysis

 

Issue Detail: The City of Sacramento’s Department of Public Works maintains and operates most of the floodgates in the floodgate system that protect the City.  In 2018, the Department of Public Works hired a consultant to perform field inspections of operation, condition assessments, and structural analysis for each floodgate the City maintains.  A floodgate assessment report was prepared that detailed the findings and recommended improvements to the floodgate structures and operations where needed.

 

The Primary Levee Floodgate Rehabilitation Project will implement the recommended maintenance, repairs, and improvements for all of the floodgates on the primary levee system including: Dry Creek North Union Pacific Railroad (UPRR), Robla South UPRR, Arcade North UPRR, and Del Paso Boulevard.

 

Plans and Specifications were completed for the Primary Levee Floodgate Rehabilitation Project and the project was advertised for construction on May 6, 2020.

 

Policy Considerations: The recommendations in this report are in accordance with City Code Chapters 3.60 and 3.64, and City Code Section 4.04.020.

 

Economic Impacts:  This new infrastructure is expected to create 1.32 total jobs (0.76 direct jobs and 0.56 jobs through indirect and induced actives) and create $203,621.42 in total economic output ($128,344.14 of direct output and another $75,277.28 of output through indirect and induced activities).

 

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to qualify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

 

Environmental Considerations: The Community Development Department, Environmental Planning Services Division has determined that the Primary Levee Floodgate Rehabilitation Project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Class 1, Section 15301(c).

 

Projects exempted under Class 1, Section 15301(c) consist of the operation, repair or minor alteration to existing highways and streets, sidewalks, bicycle and pedestrian trails, and similar facilities.

 

Sustainability: The action requested supports the City’s General Plan goals of improving the transportation system, expanding public safety, creating a well-connected transportation network, conserving energy resources, reducing greenhouse gas emissions and air pollution, and do so while continuing to accommodate auto mobility.

Rationale for Recommendation: The Primary Levee Floodgate Rehabilitation Project was advertised and bids were received on May 26,2020.  The bids are summarized below:

The Engineer’s estimate was $313,012.

 

It is recommended that the construction contract be awarded to the lowest responsive and responsible bidder, The Design Build, Inc. Construction is expected to begin in August 2020 and be completed in October 2020.

 

City Council approval is needed to make the appropriate budgetary adjustments and to award and execute the construction contract.

 

Financial Considerations: The estimated total cost to complete design and construction activities for the Primary Levee Floodgate Rehabilitation Project (R15192300) is $555,414. With the approval of the transfers of $19,334 (Gas Tax Fund, Fund 2002) from the expenditure budget of the 2017 Bridge/Floodgate Maintenance Program (R15172300), $41,627 (Measure A Maintenance Fund, Fund 2026) from the expenditure budget of the 2018 Bridge/Floodgate Maintenance Program (R15182300), and $100,000 (Measure A Maintenance Fund, Fund 2026) from the expenditure budget of the 2020 Bridge/Floodgate Maintenance Program (R15202300), there will be sufficient funding in the 2019 Bridge/Floodgate Maintenance Program (R15192300) to award the construction contract for the Primary Levee Floodgate Rehabilitation Project to The Design Build, Inc. for an amount not to exceed $329,786 and cover the remaining construction management and all other project related cost.
