Adopt a Resolution: 1) authorizing the City Manager or the City Manager’s designee to execute Supplemental Agreement No. 1 to City Agreement 2019-0244 with West Yost Associates to evaluate the potential operational and water quality impacts of receiving groundwater from other nearby agencies for the Water Master Plan (WMP), and to prepare the 2020 Urban Water Management Plan (2020 UWMP) for an amount not-to-exceed $273,197, bringing the agreement’s total not-to-exceed amount to $854,727; and 2) transferring $175,000 from the Water Fund (Fund 6005) available fund balance to the Water Master Plan Program MYOP (I14510200, Fund 6005).

Description/Analysis

 

Issue Detail:  Staff recommends Council approve Supplemental Agreement No. 1 with West Yost Associates for additional tasks to support the WMP Program which include:

                     An evaluation of potential operational and water quality impacts when receiving groundwater from other nearby agencies as a means of conducting groundwater substitution transfers or receiving water during drought or emergency conditions; and

 

                     Preparation of the 2020 UWMP as required by State law.  Additionally, a minor augmentation to the existing WMP evaluation that evaluates the total irrigable area within the City of Sacramento (City) using aerial data is being enhanced by using more current information.

 

The additional tasks are closely aligned with the original Master Plan scope, and consolidation of tasks provides a level of efficiency in analysis and documentation.

 

Policy Considerations:  City Council approval is required for professional service agreements of $250,000 or more per City Code 3.64.020.   This work is consistent with the criteria set forth in the Department of Utilities (DOU) Capital Improvement Project Programming Guide to rehabilitate, replace, and expand critical infrastructure to ensure reliability and safety. Also, updated Urban Water Management Plans are required per State law every 5 years.

 

Economic Impacts:  None.

 

Environmental Considerations:  This report concerns administrative activities that will not have a significant effect on the environment and do not constitute a “project” as defined by the California Environmental Quality Act (CEQA) [CEQA Guidelines Sections 15378(b)(2 and 5), and is not subject to CEQA [CEQA Guidelines Section 15060(c)(3)].

 

Sustainability:  The proposed project is consistent with the 2035 General Plan Goal U 2.1, as it provides guidance on utility operational practices and infrastructure needs.

 

Commission/Committee Action:  On February 25, 2020, an oral report was presented to the Water Committee on the potential agreement with West Yost Associates to perform additional tasks as mentioned above. The Committee reviewed and passed a motion forwarding this item to City Council.

 

Rationale for Recommendation:  The City maintains physical connections to adjacent water purveyors (agencies) to deliver wholesale surface water. Many of these agencies have the capacity to deliver groundwater back into the City if all parties desire. While nearby agencies possess permitted drinking water systems, and while the City has occasionally utilized these supplies for short term operations, an evaluation of where this water might migrate within the distribution system, or how it might interact with other supplies and infrastructure over longer periods of time has not been performed. Understanding the various dynamics upon receiving this alternative supply will allow water quality specialists to perform at a higher level. 

 

Senate Bill 797 and the Water Code § 10620 requires the water supplier update and adopt the Urban Water Management Plan every 5 years. The last UWMP was adopted in June 2016 and requires updating.

 

Financial Considerations:   The proposed Supplemental Agreement is for an amount not-to-exceed $273,197, increasing the agreement’s original not-to-exceed amount from $581,530 to a new not-to-exceed amount of $854,727. Staff recommends transferring $175,000 from the Water Fund (Fund 6005) available fund balance to the Water Master Plan Program MYOP (I14510200, Fund 6005). There will be sufficient funding to cover the supplemental increase with the transfer of $175,000.
