Description/Analysis

 

Issue Detail: The terms for incumbents in the office of the Mayor and City Council Districts 2, 4, 6, and 8 are scheduled to expire in December 2020. On November 5, 2019, and pursuant to established election procedures, the City Council adopted resolutions that called for a March municipal election to fill these expiring terms. The Council also adopted resolutions that consolidated the elections with the statewide primary and general elections and requested authorization from the Board of Supervisors to allow the County Registrar of Voters to provide needed election services. 

 

The election has occurred, the Sacramento County Registrar of Voters has certified the results, and the City Clerk has received the official Certificate of Facts. As contained in the certification, the number of votes received by a single candidate in the office of the Mayor and City Council Districts 4 and 6 were sufficient to declare them elected.

 

The number of votes received by a single candidate in City Council Districts 2 and 8 were not sufficient to declare a winner and therefore there will be a November 3, 2020 run-off election. 

 

On February 25, 2020 the City Council adopted a resolution that called and gave notice of the submittal of the “Sacramento Youth Enrichment Fund Act,” a Charter Amendment Measure, to be included in the General Municipal Election of November 3, 2020.

 

Policy Considerations: This action is consistent with California Elections Code and the Sacramento City Charter.

Rationale for Recommendation: The City of Sacramento held a municipal election on March 3, 2020 for the purposes of electing the Mayor and City Councilmembers in Districts 2, 4, 6, and 8.

 

Pursuant to the results contained in the Certificate of Facts, the number of votes received by the following candidates were sufficient to declare them elected, without the need for run-off elections: Darrell Steinberg, Mayor; Katie Valenzuela, District 4; and Eric Guerra, District 6.

 

The number of votes received by a single candidate in City Council Districts 2 and 8 were not sufficient and therefore there will be a November 3, 2020 run-off election. 

 

Financial Considerations: The cost of the first election contest on the November 2020 ballot is $323,241; each additional contest is $27,210. There are sufficient funds in the elections budget to cover this cost.
