Description/Analysis

 

Issue Detail: In 2016, the City Council began a process of reviewing the City of Sacramento Police Department’s Use of Force Policy and adopted resolution No. 2016-0417 adopting the City Council Policy on Police Use of Force.  The review was undertaken with the intent of ensuring that City of Sacramento police officers were acting in compliance with California law governing the use of force and limiting such force appropriately.  It was also the intent of the council that City of Sacramento policy should affirm the sanctity of human life.  Concurrent with this policy review, the California Legislature conducted its own review of police use of force, and as a result passed AB392, modifying California’s use of force standards.  This proposed Sacramento City Council Policy incorporates the provisions of AB392 and reflects the effort by the Sacramento City Council, to guarantee that all lives are protected and valued in the City of Sacramento.    

 

Policy Considerations: The strategies presented are consistent with City Council’s commitment to fulfill the communities’ expectations for a safe environment. It is also consistent with City Council’s goal of transparency in public safety.
