Description/Analysis
Issue Detail: The City conducts systemic safety analyses of the transportation network to produce a data-driven approach to implementing safety improvement projects throughout the City. In 2015, City staff applied for and received grant funding through the State Highway Safety Improvement Program (HSIP) for the installation of mast arm traffic signals to replace traffic signal heads mounted on pedestals in medians at four existing signalized intersections. This project will also replace all the existing signal heads and construct curb ramps to meet state and federal accessibility compliance requirements where needed.
The Project Plans, Specifications, and Estimate for the HSIP Traffic Signal Modifications Project (T15166100) were completed for four intersections in the City: Fruitridge Road at MLK Boulevard, Elder Creek and 65th Street, Elder Creek and Power Inn Road, and Mack Road and Center Parkway. See Attachment 3 for project plans.
Policy Considerations: The project is consistent with the City General Plan goals and key policies of managing the travel system to ensure safe operating conditions, and to effectively operate and maintain transportation facilities and infrastructure to preserve the quality of the system.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to City Council action. This contract was published for 10-day review on August 6, 2020 as required.
Economic Impacts: This new infrastructure is expected to create 4.59 total jobs (2.64 direct jobs and 1.95 jobs through indirect and induced actives) and create $708,299 in total economic output ($446,446 of direct output and another $261,853 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The City of Sacramento Environmental Planning Services has reviewed the proposed project and determined that it is exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities involving negligible or no expansion of use and for new construction or conversion of small facilities, including street improvements, set forth in Sections 15301(c) and 15303(d)(e) respectively.
National Environmental Policy Act (NEPA): The California Department of Transportation (Caltrans) is the lead agency for NEPA, as assigned by the Federal Highway Administration for these federal grant funds. Caltrans senior environmental planning staff reviewed the project and determined a finding of categorical exclusion under 23 CFR 771 activity (c) (8).
Sustainability: The project is consistent with the City’s goals and key policies to improving traffic flow and associated fuel economy of vehicles traveling on City streets by ensuring that signal timing considers safe and efficient travel for all modes.
Commission/Committee Action: None
Rationale for Recommendation: The HSIP Traffic Signal Modifications Project (T15166100) will improve traffic safety and operations by converting the existing traffic signals from pedestal mounted to mast arm mounted, upgrading the traffic signal heads to current standards, constructing ADA compliant curb ramps, and installing dilemma zone detection.
The project was previously authorized $240,400 in federal funding for preliminary engineering. The City received Caltrans authorization for the appropriation of $1,106,100 in construction funding on March 23, 2020.
The HSIP Traffic Signal Modifications Project (T15166100) was advertised for construction, and a total of five bids were received on June 9, 2020. The results of the bids are summarized below:

The engineer’s estimate was $1,100,000.
The top four bidders met all required bid conditions. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, St. Francis Electric.
Construction is anticipated to begin August 2020 and be completed March 2021.
Financial Considerations: The estimated total cost to complete design, right-of-way, and construction activities for the HSIP Traffic Signal Modification Project (T15166100) is approximately $1.8 million. With the approval of $1,106,100 (Federal Capital Grants, Fund 3703), and the transfer of $344,530 ( Major Street Construction, Fund 2007) from the expenditure budget in the State and Federal Grant Match Program (T15007200) to the expenditure budget in the HSIP Traffic Signal Modifications Project (T15166100), there will be sufficient funding to award the construction contract to St. Francis Electric for an amount not to exceed $1,147,164 and cover the remaining construction management and all other project related costs.
There is sufficient funding within the State and Federal Grant Match Program (T15007200) to support the transfer to the HSIP Traffic Signal Modifications Project (T15166100).
There are no General Funds planned or allocated for this project.
Local Business Enterprise (LBE): The contract with St. Francis Electric is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The DBE goal for this project is 15%. St. Francis electric exceeded the DBE goal by pledging 16.1%.
