Description/Analysis

Issue Detail: As specified in California Penal Code (PC) Sections §13821 and 13826 - 13826.7 PC, the Sacramento Police Department (SPD) receives annual allocations to manage a Gang Violence Suppression (GVS) program. As permitted by Section 13826.4, the SPD proposes to use these funds to maintain one full-time equivalent Police Officer position and to partner with the Sacramento County District Attorney’s Office (DA), and the Sacramento County Probation Department (Probation), and community-based organizations who specialize in gang intervention and prevention. These partnerships will support diversion, outreach, and counseling efforts and provide gang awareness training to various Sacramento communities.

Policy Considerations: The recommendations contained in this report are consistent with City Council Resolution 2020-0123 which requires City Council approval to accept grant funding, establish an operating grant project, and appropriate funding when the grant award is in excess of $250,000.

Economic Impacts: None

Environmental Considerations: None

California Environmental Quality Act (CEQA): The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA), CEQA Guidelines Section 15378(b)(5). The activity is an organizational or administrative activity of governments that will not result in direct or indirect physical changes in the environment and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).

Sustainability Considerations: None

Commission/Committee Action: None

Rationale for Recommendation:   The State GVS program has been in existence since

July 1, 1998.  The partners involved in the GVS program have created a comprehensive strategic and tactical plan to effectively address many of the issues that are associated with and contribute to gang involvement and violent criminal activities. Approval of this funding will allow the continuation of efforts to enhance the City of Sacramento’s overall effectiveness in identifying young gang members, counseling family members, and addressing gang problems within the community.

Financial Considerations: The funding for the GVS program is generated through the California vehicle license fee and the amount the City receives varies from month to month, as per CA Gov. Code 30061(g). The SPD estimates that $403,660 in GVS funding will be available each year.

In its support of program activities, SPD has budgeted approximately $183,660 to maintain one full-time equivalent Police Officer position and programmatic services/supplies. The remaining $220,000 balance will be distributed among several partners via grant awards, as detailed in the below table. In addition, each partner contributes a 10% cost match towards the program objectives.
