Adopt a Resolution: 1) approving the revised Standard Specifications for Public Construction; and 2) authorizing the City Manager to approve future revisions or additions to the technical specifications, Sections 10 through 38, including the Standard Drawings in accordance with the “Standard Specifications Update Procedure” outlined in Attachment 3 of this report.

Description/Analysis

 

Issue Detail: The current Standard Specifications for Public Construction were adopted in 2007.  The current Standard Specifications need to be updated to reflect current building materials, new and revised drawings, and revised procedures and requirements for the construction of public improvements within the City of Sacramento. The update will also include incorporating, as appropriate, addendums issued since adoption of the Standard Specifications for Public Construction in 2007.

 

Policy Considerations: Updating and revising the 2007 Standard Specifications procedure for future updates supports the City’s General Plan goals by effectively maintaining transportation facilities and infrastructure to preserve the quality of the system.  The City Council is authorized to adopt Standard Specifications under Section 3.60.130 of the Sacramento City Code.

 

Economic Impacts:  None

 

Environmental Considerations:

California Environmental Quality Act (CEQA):  Adoption of the revised Standard Specifications is an administrative procedure consisting of general policy and procedure making and is not a “project” requiring environmental review, under Section 15378(b)(2) of the California Environmental Quality Act Guidelines. The projects built in accordance with the Standard Specifications will be subject to CEQA review

 

Sustainability: The current Standard Specifications were adopted in 2007 and need to be updated to reflect current building materials, technology, revised procedures and requirements for the construction of public projects within the City. Adoption of the revised Standard Specifications will improve and make more efficient the process for constructing public improvements and facilities in the City. 

 

Commission/Committee Action: None

 

Rationale for Recommendation: The updates and revisions to the 2007 Standard Specifications reflect current building materials, new and revised drawings, and new and revised procedures and requirements.  These updates will make the process for constructing public improvements and facilities in the City more efficient, whether the construction is performed by the City, by contractors, or by private developers.

 

Financial Considerations: The revised Standard Specifications for Public Construction will reduce the amount of effort needed to prepare plans and specifications for public improvements within the City of Sacramento.  Authorizing the City Manager to approve future changes to the technical specifications and drawings will help maintain this benefit and result in lower cost for preparing plans and specifications for public improvement projects.

Background

 

The 2007 Standard Specifications currently has three approved addendums.  Revising the Standard Specifications to consolidate approved addendums and reflect current building materials will provide more clarity and efficiency in constructing public improvements.

 

Since the adoption of the 2007 Standard Specifications, a committee composed of representatives from Utilities, Public Works, Parks, City Attorney’s office, and others have met regularly to maintain up to date standard specifications.  These three addendums to Sections 10-38 were prepared pursuant to the authority delegated to the City Manager in 2007. 

 

The staff committee now recommends the proposed revisions and updates to the Standard Specifications for Construction. The proposed updates include revisions to the general provisions and procedures of the Standard Specifications (Sections 1-9), which have been reviewed by the City Attorney’s Office.

 

The proposed changes to the technical specifications of the Standard Specifications and drawings (Sections 10-38) were made by the Departments of Utilities, Public Works, and Youth, Parks, & Community Enrichment, and have been approved by all Divisions that construct public improvements, maintain public improvements, or administer public construction contracts. 

 

A table listing the additions, changes, and deletions to the Standard Specifications for Public Construction is attached as Attachment 2.

 

In order to allow for more timely and efficient procedure for approval of future changes to the technical specifications and drawings, staff is requesting that the City Council reauthorize the City Manager to approve future revisions and additions to the technical specifications and drawings in accordance with the “Standard Specification Update Procedure” attached as Attachment 3.  In summary, this procedure requires representatives from user departments to submit addenda to all technical specifications, Sections 10-38, to the City Manager for approval, as they are needed.  Approved addenda will be made available to the public on the City web site.

 

The proposed 2020 Standard Specifications for Public Construction are attached as Attachment 4.
