Recommendation

Adopt a Resolution: 1) establishing the Natomas Multi-Use Trail Project (T15215100) as a new Capital Improvement Project; 2) authorizing the City Manager or the City Manager’s designee to transfer $300,000 (North Natomas Landscaping CFD 3, Fund 2230) from the North Natomas Landscaping Community Facilities District (CFD) #3 available fund balance to the expenditure budget in the Natomas Multi-Use Trail Project (T15215100); and 3) authorizing the City Manager or the City Manager’s designee to transfer $100,000 (Fair Share Contribution, Fund 2032) from the Fair Share Contribution available fund balance to the expenditure budget in the Natomas Multi-Use Trail Project (T15215100).

Description/Analysis

 

Issue Detail: The City of Sacramento Bicycle Master Plan identifies the accessway along Interstate 5 between Arena Boulevard and Del Paso Boulevard as a Class 1 bicycle facility. Additionally, this City-owned parcel provides maintenance access to adjacent drainage facilities. To improve both bicycle and pedestrian connectivity and maintenance access, this accessway has been identified for paving, striping, and other multi-use improvements.

 

Approximately half of this trail segment has been paved as part of the Natomas Crossing Quadrant B Office Development (CPC18-0044) which completed construction in 2019. The City has entered into a reimbursement agreement with adjacent developers to complete the trail between its current paved limits and Del Paso Boulevard. This agreement includes a commitment to construct the portions of the trail fronting the Hilton Garden Inn Development (CPC16-0013) site. The trail construction around the Hilton Garden Inn site will be performed by City Street Services maintenance crews with developer funds collected for that purpose.

 

The effort to complete construction of this trail connection includes City staff time, pre-construction biological surveys, and inspection and material testing activities. The requested capital improvement project and budgetary adjustments will allow for these construction efforts to proceed.

 

Policy Considerations: The project is consistent with the 2016 Bicycle Master Plan and the City General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The project promotes the development of a connected network (General Plan ERC 2.1.2), connections to other trails (General Plan ERC 2.4.3), providing multi-modal choices (General Plan M 1.2.1), and providing a continuous bikeway network (General Plan M 5.1.3). The project is consistent with the Mobility Element to create a well-connected transportation network through integration of recreation and community facilities with other public spaces and rights-of-way that are easily accessible by alternative modes of transportation.

Environmental Considerations:

 

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Division has reviewed this project and determined that it is exempt from the provisions of California Environmental Quality Act (CEQA). The project, consisting of the completion of the bicycle trail within the existing utility maintenance accessway is exempt under Class 1, Section 15301 of the CEQA Guidelines. Projects exempt under this section consist of the operation, repair or minor alteration of existing facilities and topographical features including highways, streets, gutters, bicycle and pedestrian trails, and similar facilities, and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes.

Rationale for Recommendation: The establishment of the Natomas Multi-Use Trail Project and budgetary adjustments are necessary to deliver this project and requires approval by the City Council.

 

Financial Considerations: The estimated cost to complete the Natomas Multi-Use Trail Project (T15215100) is $400,000, including $249,244 for developer reimbursement for construction and $150,756 for City construction and delivery costs. With the approval of $300,000 (North Natomas Landscaping CFD3, Fund 2230) from the North Natomas Landscaping CFD #3 available fund balance and $100,000 (Fair Share Contribution, Fund 2032) from the Fair Share Contribution available fund balance, there will be sufficient funding to complete this project.

 

Sufficient funds are available in the fund balance of the North Natomas Landscaping CFD #3 (Fund 2230) and the Fair Share Contribution (Fund 2032) to support the above transfers.

 

There are no General Funds planned or allocated for this project.
