Adopt a Resolution: 1) authorizing the City Manager or the City Manager’s designee to submit a grant application for the Sacramento Electric Vehicle (EV) Implementation Blueprint project to the California Energy Commission (CEC) EV Ready Communities Challenge Phase 2 - Blueprint Implementation grant program for an amount up to the maximum of $2,500,000; and 2) upon award of the CEC EV Ready Communities Challenge Phase 2 grant, authorizing the City Manager or City Manager’s designee to accept and execute the grant agreement with the CEC and any related grant documents.

Description/Analysis
Issue Detail: In 2018, the CEC awarded the City $198,218 for a Phase 1 EV Blueprint planning grant that staff successfully completed in 2019. As a grant recipient for Phase 1, the City is eligible to compete in Phase 2 as one of three Central California applicants for an implementation grant of up to $2.5 million of implementation. The Phase 2 solicitation opened in August 2020 and is due October 2, 2020.
The project proposal will consist of the following key components:
• Community engagement and outreach, including an equity impact assessment
• Zero-mobility transportation incentives
• Installation of EV chargers at community centers and libraries
• Monitoring and program evaluation
The City will serve as the lead applicant, but work in close collaboration with local stakeholders and agencies. Outreach will build on existing work underway, including General Plan outreach and the launch of the Environmental Justice Collaborative Governance Committee called for by the Mayor’s Climate Commission. Key partners include those in the Sacramento Plug-in EV Collaborative, such as the Sacramento Municipal Utility District, the Sacramento Metropolitan Air Quality Management District, the UC Davis Institute of Transportation Studies, and others.
Policy Considerations: The City Council passed the EV Strategy on December 12, 2017 by Motion No. 2017-0374. Goals and policies in the EV Strategy are consistent with this recommended motion, calling for the City to increase and accelerate EV use and adoption levels, increase the visibility and awareness of EVs, and achieve equitable access to ZEV technologies. Receipt of grant funds would equip the City to accelerate EV Strategy implementation.

Environmental Considerations:
California Environmental Quality Act (CEQA): Under the California Environmental Quality Act (CEQA) guidelines, administrative activities are exempt from review. If the grant is awarded, applicable environmental review project tasks would occur prior to award of the construction contract.
Sustainability: The transportation sector accounted for 57% of community-wide greenhouse gas emissions in 2016, the largest single sector in the community. Electrification of the transportation sector leads to reductions in petroleum use, both reducing greenhouse gas emissions and improving local air quality.
Commission/Committee Action: None
Rationale for Recommendation: Pursuit of the Phase 2 grant will provide funding for the City to implement City Council’s transformative EV mobility goals. A key focus of the grant proposal is increasing access in underserved areas, and to learn the best methods to address transportation needs.
Financial Considerations: The maximum award for the CEC EV Ready Communities Challenge Phase 2 grant award is $2,500,000, for an approximate three-year project period. Projects selected for this grant must include a minimum 25% local match share. If funded, matching funds would be provided with partner agencies contributions where available and through in-kind staff time from the Public Works Sustainability Program (I80150900) (Measure U, Fund 2401). If awarded, staff would return to City Council to establish the grant project and obtain the authority for any necessary budgetary adjustments.
