Adopt a Resolution authorizing the City’s donation of surplus property from the Convention Center Complex to various 501(c)(3) organizations as detailed in the Resolution.

Description/Analysis

 

Issue Detail: As a result of the C3 Project, the Convention Center Complex has surplus items that will not be used upon the reopening of the facilities. Some of the items are specific to theatrical use and can only be used in larger facilities. Staff contacted several local non-profits to gauge interest in these items and two local non-profits expressed interest in the items.

 

Staff recommends the following donations:

 

                     4 ea. Xenon Super Trouper Follow Spots with base and ballast to River City Theater Company (RCTC) for use by RCTC and Hiram Johnson High School at Hiram Johnson High School.

                     1 ea. Xenon Super Trouper with base and ballast, parts use only to River City Theater Company (RCTC) for use by RCTC and Hiram Johnson High School at Hiram Johnson High School.

                     3 - Overhead Projectors to E. Claire Raley Studios for the Performing Arts.

                     2 - Altman Satellite 2 HMI Follow Spots with ballast, cord, and base to E. Claire Raley Studios for the Performing Arts.

                     13 - PAR 56 Lamps to E. Claire Raley Studios for the Performing Arts.

                     7 - PAR 64 Lamps to E. Claire Raley Studios for the Performing Arts.

                     1 ea. Sound Craft SI 2 sound console with dust cover to E. Claire Raley Studios for the Performing Arts.

                     2 ea. 12’ Da-light floor cradle front projection screens with floor stand and upright support to E. Claire Raley Studios for the Performing Arts.

                     4 ea. 8” Fresnel fixtures without clamp and connector to E. Claire Raley Studios for the Performing Arts.

                     3 ea. PAR 56 cans w/o clamp and connector to E. Claire Raley Studios for the Performing Arts.

                     3 ea. JBL 2447J horns to E. Claire Raley Studios for the Performing Arts.

                     1 ea. PAR56, batten mount, work light fixture, without clamp or connector to E. Claire Raley Studios for the Performing Arts.

 

Policy Considerations: City Code Section 3.80.030(F) provides that surplus personal property may be donated to any other public agency or charitable organization exempt under Section 501(c)(3) of the Internal Revenue Code by Resolution of the City Council. In this instance, the recipients (River City Theater Company and E. Clair Raley Center for the Performing Arts) meet these criteria, making them eligible to receive donated surplus items.

 

Economic Impacts: None.

 

Environmental Considerations: Under the California Environmental Quality Act (CEQA), continuing administrative activities, such as what is recommended in this report, does not constitute a “project”. [CEQA Guidelines section 15378(b)(2).]

 

Sustainability: Not applicable.

 

Commission/Committee Action: Not applicable.

 

Rationale for Recommendation: The aforementioned surplus items are no longer serviceable for events at the Convention Center Complex and by donating them to the identified non-profits, the City not only avoids disposal costs associated with the items, it allows for the reuse of the items in a manner consistent with City Code Section 3.80.030(F).

 

Financial Considerations: There will be no associated costs to the City upon approval of this Resolution.
