Pass a Motion: 1) approving the use of the cooperative purchase agreement between City of Tucson and Life-Assist (City of Tucson # 161418-01), as amended, for the purchase of ALS Medical and Pharmaceuticals supplies; and 2) authorizing the City Manager, or City Manager’s designee, to execute purchases of ALS Medical and Pharmaceutical Supplies from Life-Assist, Inc. through June 30, 2021 for a not-to-exceed amount of $950,000.

Description/Analysis

 

Issue Detail: The Fire Department has a continuing need to purchase Advanced Life Support (ALS) medical and pharmaceutical supplies.  After evaluating a variety of options, staff is recommending Council to approve the Department to purchase required medical and pharmaceutical supplies from Life-Assist, Inc., until June 30, 2021 through the cooperative purchase agreement with City of Tucson.  The City of Tucson, ALS medical and pharmaceutical supplies contract was awarded based on a Request for Proposal (RFP) process.  The list of supplies and the catalog off pricing meets the Fire Department’s operational needs.  

 

Policy Considerations: The recommendations in this report are in accordance with provisions of the City Code Section 3.56.240, which allows for the use of legal contracts of other government jurisdictions or public agencies without separate competitive bidding by the City upon approval of the City Council.

 

Economic Impacts:  None.

 

Environmental Considerations: This report concerns administrative activities that do not constitute a “project” as defined by section 15378 of the California Environmental Quality Act (CEQA) Guidelines and is otherwise exempt pursuant to sections 15061(b)(3); 15378(b)(2).

 

Sustainability: None.

 

Commission/Committee Action: None.

 

Rationale for Recommendation: The Fire Department has provided ALS services to the residents of Sacramento since 1994.  The Department responded to more than 54,000 calls for emergency medical services last year.  The EMS portion of the Fire Department operations continues to grow and provides a vital service to the community. 

 

Through a cooperative purchase agreement, the City of Sacramento recommends piggybacking on the City of Tucson contract number 161418-01. The Department intends to use this agreement until June 30, 2021.

 

Financial Considerations: Sufficient funding has been identified for this contract in the Fire Department’s Fiscal Year 2020/21 operating budget. 

 

Local Business Enterprise (LBE): Life-Assist, Inc. is not an LBE.  The minimum LBE participation requirement is waived for the procurement of supplies totaling greater than $100,000 because of the limited number of local suppliers and subcontractors is generally not practical or financially beneficial to the City.
