Description/Analysis

 

Issue Detail: At the general election on November 8, 2016, the voters approved a measure that added article XII (§§ 170-179) to the City Charter, thereby creating the Sacramento Independent Redistricting Commission (“SIRC”). The SIRC has exclusive authority to redraw council-district boundaries (§ 170(a)), is to conduct an open and transparent process with robust public input that will assist in the consideration of the boundaries (§ 170(b)(2)), and must be fully established by December 1, 2020 (§ 174(j)).

The Sacramento Ethics Commission is responsible for creating a subpool of 25 to 30 of the most-qualified applicants (at least two from each existing council district), and its chairperson is responsible for randomly selecting eight applicants from the subpool (one from each existing council district) to serve as SIRC commissioners. Those eight SIRC commissioners will then select five additional commissioners and two alternates from the remaining applicants in the subpool. We received 201 applications to serve on the inaugural SIRC.

Below is the tentative upcoming schedule for the SIRC creation process:

                     October 20, 2020 - Interviews for candidates from Districts 5, 7, and 8.

                     October 26, 2020 - Review and discussion of candidates Districts 5, 7, and 8.

                     October 29, 2020 - Ethics Commission to create a subpool of the 25-30 most-qualified applicants (at least two from each council district), and its chairperson to randomly select eight names from the subpool (one from each council district).

                     December 1, 2020 - Deadline for the eight commissioners selected by the chairperson of the Ethics Commission to select five additional commissioners and two alternates from the remaining subpool so that the SIRC can be fully established.
