Description/Analysis

Issue Detail: In late 2019, the Mayor and Council requested the Office of the City Auditor conduct an audit to determine whether the City's dispensary permitting process complied with cannabis regulations and whether regulations should be updated to more adequately safeguard against overconcentration of permits with one individual or group. This report documents the Audit of the Cannabis Storefront Dispensary Permitting Process.

Policy Considerations: The City Auditor's presentation of the Audit of the Cannabis Storefront Dispensary Permitting Process is consistent with the Mayor and City Council's intent to have an independent audit function for the City of Sacramento.
